Item 5a, the Chippingford School at 900 S. Hilgard Ave., was approved 5-0 with a waiver of street dedications: Klein moved, Saitman seconded, Choe recused, and Diaz, Johnson and Zamora absent (determination letter).
5b. Public Storage building at 5741 W. Jefferson Blvd.
- What it does: A six-story, 86-foot, 303,453 sq. ft. building with 296,733 sq. ft. of self-storage and 6,720 sq. ft. of retail, 58 car spaces and 66 bicycle spaces. It needs a height district change from 1VL to 2, an amendment to the West Adams-Baldwin Hills-Leimert overlay, and a zone variance to allow self-storage with retail in the MR1 zone (agenda).
- Who brought it: Cherry Miao, Public Storage (agenda).
- Who it affects: Council District 10; the case record lists the West Adams Neighborhood Council area.
- Coverage: When the application was filed, Urbanize LA reported that the building would replace one- and two-story storage buildings on the site, that Ware Malcomb is the designer, and that then-Councilmember Herb Wesson began the variance process with a July 2022 motion (Urbanize LA, March 29, 2023).
- What happened: On the consent calendar, with Aug. 27 as the last day to act. The case record shows no action as of Oct. 1, 2026.
6. Thirteen home lots on McGroarty Street, Tujunga (items 6 and 7)
- What it does: Divides 19.6 acres at 8100, 8150 and 8160 W. McGroarty St. and 10000 N. McVine Terrace into 13 single-family lots on a private street, with 11 new houses, 47,720 cubic yards of cut, 32,315 cubic yards of export, and removal of seven of 106 protected trees (six oaks and one sycamore). The Deputy Advisory Agency approved the tract map on Dec. 9, 2025, and the Director of Planning approved the San Gabriel/Verdugo Mountains Scenic Preservation Specific Plan review on Dec. 11, 2025 (agenda).
- Who brought it: Applicants Albert Davitian and Aida Galstyan. Appellant McGroarty Environmental Review Coalition (John Vasquez). Continued from June 25 (agenda).
- Who it affects: Council District 7, Sunland-Tujunga-Lake View Terrace plan area (agenda).
- What happened: The agenda says City Planning asked that both items be continued to a date uncertain. The case records show no action as of Oct. 1, 2026 (tract appeal; specific plan appeal).
8. Residential care facility at 5353 N. Del Moreno Drive
- What it does: A three-story, 46-foot, 41,567 sq. ft. building with 71 rooms of 210 to 215 sq. ft., eight reserved for very low-income seniors for 55 years, a cafe and a physiotherapy center, a floor area ratio of 2.75:1 instead of 1.0:1, zero car parking, and about 9,337 cubic yards of soil export (agenda).
- Who brought it: Janet Jha (agenda).
- Who it affects: Council District 3; the case record lists the Woodland Hills-Warner Center Neighborhood Council area.
- Coverage: Urbanize LA identified the developer as Akhilesh Jha and the designer as Surge Group, and reported that Jha proposed a seven-story mixed-use building on the site four years earlier, that the City denied it, and that a court decision allowed the project to proceed because the general plan designation permits multifamily housing (Urbanize LA, Aug. 31, 2026). The Real Deal, citing Urbanize, reported the same history (The Real Deal, Aug. 31, 2026).
- What happened: Approved 6-0 with a CEQA exemption under AB 130: Saitman moved, Lawshe seconded; Diaz, Johnson and Zamora absent. The Commission denied the two waivers that would have allowed zero short-term and zero long-term bicycle spaces instead of 11 each (determination letter).
- What’s next: The letter was mailed Sept. 10 and set Sept. 25, 2026 as the final date to appeal to the City Council (determination letter). The case record lists the decision as appealed, and an appeal case, CPC-2022-6472-DB-CU-SPP-HCA-1A, was filed Sept. 23, 2026; it shows no hearing date or action as of Oct. 1, 2026 (case record; appeal case record).
