6. Appeal of the tract map for 1350-1362 N. Western Ave.
- What it does: An appeal of the Aug. 27, 2026 Deputy Advisory Agency decision that approved Vesting Tentative Tract Map No. 84600, merging and re-subdividing the site into three airspace lots and three ground lots, and found the project exempt from CEQA under Public Resources Code Section 21080.66 (Assembly Bill 130). The site also covers 1377 N. Serrano Ave. and 5433-5499 W. Fernwood Ave. (agenda).
- Who brought it: Applicant Georgetown 1350 Western, LLC; representative Kyndra Casper, DLA Piper, LLP. Appellant Doug Haines, La Mirada Avenue Neighborhood Association (agenda).
- Who it affects: Council District 13, Hollywood plan area (agenda).
- What’s next: City Planning asked that the appeal be continued to Jan. 14, 2027. The agenda lists Nov. 23, 2026 as the last day to act (agenda), the same date the case record gives as the end of the appeal period.
7. Density bonus for an eight-story building at 1350-1362 N. Western Ave.
- What it does: Replaces a surface parking lot and a parking structure with an eight-story, 85-foot, 302,979 sq. ft. building with 251 apartments, 21 of them for very low-income households, and 2,489 sq. ft. of ground-floor commercial space. The applicant asks for a 34 percent density bonus with two incentives (averaging floor area, density, parking or open space across the site, and a floor area ratio of 2.2:1 instead of 1.5:1), two setback waivers (5 feet 6 inches instead of 11 feet on Fernwood Avenue, and 2 feet 2 inches instead of 20 feet at the rear), and project review. It relies on the same CEQA exemption as item 6 (agenda).
- Who brought it: Applicant Georgetown 1350 Western, LLC, represented by DLA Piper, LLP (agenda).
- Who it affects: Council District 13; the case record lists the East Hollywood Neighborhood Council area.
- What’s next: The public hearing was held April 29, 2026. City Planning asked that the case be continued to Jan. 14, 2027. The agenda lists Nov. 12, 2026 as the last day to act (agenda).
8. Office building at 110-130 W. College St.
- What it does: Replaces a surface parking lot on a 2.2-acre site with a five-story, 88-foot, 232,802 sq. ft. building: 224,597 sq. ft. of offices, 4,095 sq. ft. of restaurant and 4,110 sq. ft. of retail, with one level of underground parking and two above ground. The site also covers 117-119 W. Bruno St. and 943-973 N. Main St. (agenda).
- What the agenda asks: A Central City North Community Plan amendment removing Footnote No. 7, which limits commercial floor area on the site to 1.5:1; a vesting zone and height district change from [Q]C2-2-RIO and [T][Q]C2-2-RIO to (T)(Q)C2-2D-RIO; a permit for full-line alcohol sales at up to three restaurants or shops; and project review. For CEQA it relies on Environmental Impact Report ENV-2023-2307-EIR, which the agenda says was certified on Aug. 28, 2026 (agenda).
- Who brought it: Applicant S&R Partners, LLC, represented by Mayer Brown, LLP (agenda).
- Who it affects: Council District 1; the case record lists the Historic Cultural North Neighborhood Council area.
- Neighborhood council positions: The Historic Cultural North Neighborhood Council sent a Community Impact Statement supporting the project (submissions file).
- Written comments: The secondary submissions City Planning posted for the meeting include five emails from individuals supporting the project and a letter of support dated Oct. 20, 2026 from the Los Angeles/Orange Counties Building and Construction Trades Council (submissions file).
- Staff change: A City Planning technical modification dated Oct. 20, 2026 says the zone and height district change would remove Q conditions from two ordinances, Nos. 164,855 and 163,510, each limiting commercial floor area on part of the site to 1.5:1, rather than from one (submissions file).
- What’s next: The public hearing was held Aug. 26, 2026. The agenda lists Nov. 9, 2026 as the last day to act (agenda).
9. Housing Element sites ordinances
- What it does: Two citywide ordinances. The Housing Element Sites and Minimum Density Amendment Ordinance would clarify who qualifies and how projects are reviewed, let a project use adjacent sites, and correct errors in the code. The Lower Income Sites Ordinance would adopt the Lower Income Rezoning Housing Element Sites List by ordinance and update the list to meet state law. The original ordinance, adopted in February 2025, set up a ministerial review process for Housing Element sites where at least 20 percent of units are affordable to lower-income households (agenda).
- What the agenda asks: That the Commission hold a public hearing, find the ordinances exempt from CEQA under Public Resources Code Section 21080.085(a) and covered by the 2021 Housing Element environmental impact report and its two addenda, and recommend that the City Council adopt both ordinances (agenda).
- Who brought it: The City of Los Angeles (agenda). The case record shows the case was filed Sept. 21, 2026.
- Who it affects: The whole city (agenda).
- Staff change: A technical modification dated Oct. 21, 2026 from City Planning’s Citywide Policy Division revises the findings to say the updated Lower Income sites list has a realistic capacity of about 345,390 lower-income units, down from 348,340, against the 130,553 units needed to meet the City’s shortfall. It adds the revised findings to the recommended actions (submissions file).
- What’s next: The agenda lists Jan. 5, 2027 as the last day to act (agenda).
