5. Eight units at 9236 N. Burnet Ave.
- What it does: Replaces a single-family house with four two-story duplexes, eight units with 16 parking spaces, on a 22,870 sq. ft. lot. It needs a vesting zone change from RA-1 to (Q)(T)RD3-1 and an adjustment to allow eight units instead of seven (agenda).
- Who brought it: Henry Wang, Vibehen Property, LLC, represented by Eric Lieberman of QES, Inc. The agenda says the applicant asked to continue the item to Aug. 20 (agenda).
- Who it affects: Council District 7, Mission Hills-Panorama City-North Hills plan area (agenda).
- What happened: The determination letter says that as of Sept. 3, 2026 the Commission had not acted within the 75 days the code allows, so it is deemed by operation of law to have found the project exempt from CEQA under AB 130, recommended that the Council adopt the zone change to RD3-1, and approved the adjustment (determination letter).
- What’s next: The adjustment was appealable to the City Council through Oct. 1, 2026; the zone change goes to the Council (determination letter).
