The Rules, Elections, and Intergovernmental Relations Committee of the Los Angeles City Council reviews Council rules, elections and ballot measures, ethics and lobbying law, redistricting, Charter amendments not assigned elsewhere, and the City's positions on state and federal legislation and sends recommendations to the full Council, which makes the final decision (Council resolution, CF 26-2000). On Oct. 2, 2026, the Los Angeles City Council's Rules, Elections, and Intergovernmental Relations Committee approved seven of nine items, 2-0 with John Lee absent where a vote is posted, and the Council voted 14-0 on five of them on Oct. 7, with Katy Yaroslavsky absent, including a City position that the County move people with severe mental illness out of City interim housing under the LA Alliance agreement and support for state rules banning high-silica artificial stone (meeting, Council meeting). It continued the City Attorney's request to join a League of California Cities tort reform coalition and the repeal of the attendance fee rule for the City's Metropolitan Water District directors to a date to be determined. Two approved resolutions, supporting AB 2635 and AB 1569, had not been scheduled for the Council as of Oct. 10. At its Sept. 15 special meeting it approved, as amended, instructions for reports on staffing an Office of Compliance on councilmember conflicts of interest, which the Council adopted 14-0 the same day.
