The Council President called this meeting for 10:15 a.m., after the 10 a.m. regular meeting (City Clerk notice). The special agenda, posted Oct. 1, 2026, lists four council files. None of them is on the regular agenda.
Attendance and votes
- No member voted no on any item (CVVS).
- Monica Rodriguez and Ysabel Jurado are recorded absent on all four roll calls, and Curren Price on item 4. These are our counts from the roll calls on each council file.
- The Clerk’s Council Action documents date these votes to the Oct. 2, 2026 Council meeting and number the items after the regular agenda’s 11: the Port amendment is item 12 and the on-call contracts are item 15 (Council Action, CF 26-1256; Council Action, CF 26-1359). This page uses the special agenda’s numbers, 1 to 4.
Routine items, all adopted: a Port amendment that exempts California Yacht Marina-Cabrillo’s sublease to the nonprofit Pathway to Podium from percentage rent, with no effect on the rent the company pays the Harbor Department, 13-0. The Trade, Travel, and Tourism Committee had approved it 4-0 with Rodriguez absent (special agenda; committee report; Council Action). A motion by Nithya Raman, seconded by Hugo Soto-Martinez, to pay $13,863.88 from the Council District 4 share of the Street Furniture Revenue Fund to the Sunset Heights Neighborhood Association, through its fiscal sponsor the Laurel Canyon Land Trust, to close the funding gap for an Adopt-a-Median project at the traffic triangle at Selma Ave. and Crescent Heights Blvd., 13-0 (special agenda; Council Action). Amendments extending 21 on-call environmental consulting contracts with 15 firms from five years to eight, 12-0; the Public Works Committee waived consideration. The Board of Public Works reports that the contracts do not commit the City to any spending and that funds are set aside project by project when task orders are sought (special agenda; Board of Public Works report; Council Action). The files list all three actions as final on Oct. 6, 2026.
3. Resolution opposing the proposed federal Head Start rule
- What it does: Puts the City on record against “Reducing Federal Burden for Head Start Programs,” a rule the U.S. Department of Health and Human Services proposed on Aug. 7, 2026, and urges the department to withdraw it. The resolution says the rule would rescind or weaken most of the core Head Start Program Performance Standards, and that the Community Investment Department has prepared a public comment urging its withdrawal before the Oct. 6, 2026 comment deadline (resolution).
- Who brought it: Hugo Soto-Martinez, seconded by Imelda Padilla; referred to the Council on Sept. 30, 2026 (CF 25-0002-S145).
- Who it affects: The resolution says Head Start serves more than 8,700 children and their families in the City each year (resolution).
- What happened: Adopted, 13-0; Jurado and Rodriguez absent (CF 25-0002-S145).
- What’s next: The agenda lists the resolution as subject to the Mayor’s concurrence (special agenda). The City Clerk sent the file to the Mayor on Oct. 6, 2026; the last day for the Mayor to act is Oct. 16 (CF 25-0002-S145).
