The items below follow the numbered agenda the City Clerk posted on Oct. 6, 2026. The agenda lists items 1 to 4 as items for which public hearings have been held. Item 5 had no public hearing, so the Council needed 10 votes to take it up.

Attendance and votes

  • Bob Blumenfield, Eunisses Hernandez, Tim McOsker, Curren D. Price Jr. and Katy Yaroslavsky are recorded absent on the roll calls for items 1 to 4, each 10-0. Ysabel Jurado, McOsker and Yaroslavsky are recorded absent on item 5, 12-0. No member voted no. These are our counts from the Clerk’s Council Vote records, which label each of the five votes “Adopted”.
  • The council file for each item records that the Council adopted it on Oct. 9, 2026, subject to reconsideration under Council Rule 51 (CF 22-0437-S1, CF 14-1174-S40, CF 18-0534-S1, CF 26-1242, CF 24-1184-S1). The Council Journal for the meeting was not posted as of Oct. 10, 2026.
  • The meeting video is on the City’s YouTube channel.

Routine items, from the agenda, each adopted on Oct. 9 (Council Vote records):

  • 1: adopted 10-0, with McOsker, the motion’s author, among the five members absent (CF 22-0437-S1). The item notes and files the Economic and Workforce Development Department’s Oct. 14, 2025 report on expanding the Healthy Neighborhood Market Program, now Healthy Markets LA, to Council District 15. The department reports that 33 stores in the district were contacted over two program years and four markets there were taking part in the 2025-26 program year. Community Development Block Grant funds pay for the program. The motion behind the report came from Tim McOsker, seconded by Curren D. Price Jr. (CF 22-0437-S1). The Economic Development and Jobs Committee voted 5-0 on Sept. 18 to note and file it (committee report).
  • 4: adopted 10-0, with Blumenfield, the motion’s author, among the five members absent (CF 26-1242). The item approves ceremonial signs reading “Canoga Park Arts Hub” at the Madrid Theatre, 21622 Sherman Way; the Taxco Theatre, 7242 Owensmouth Ave.; and the Canoga Park Youth Arts Center, 7222 Remmet Ave. LADOT would put them up. The motion is by Bob Blumenfield, seconded by Monica Rodriguez (CF 26-1242). The Public Works Committee approved it 3-0 on Sept. 22, with Eunisses Hernandez, Imelda Padilla and Heather Hutt voting yes (committee report).
  • 5: adopted 12-0, with Jurado, McOsker and Yaroslavsky absent (CF 24-1184-S1). The item approves a second amended agreement, C-139210, with PureEHS Buyer LLC, formerly UL Verification Services Inc., for the Personnel Department’s occupational health electronic records system. It adds $412,506, for a total of $1,344,734, and extends the term two years to Sept. 29, 2028. The City Administrative Officer reports that the money is in the Personnel Department’s 2026-27 budget and that there is no added General Fund impact (CAO report). The Personnel and Hiring Committee waived consideration on Oct. 2 (CF 24-1184-S1), and the agenda gives Nov. 3, 2026 as the last day for Council action (agenda). The Mayor’s transmittal says the amendment is deemed approved if the Council does not act within 60 days, under Administrative Code Section 10.5(a) (transmittal).

2. Hollywood Walk of Fame restroom and visitor center: Community Investment Department to oversee $1 million in bond proceeds

  • What it does: Amends the report the Council adopted on June 18, 2025 for the Hollywood Walk of Fame Public Amenities Project. The project would put a public restroom and visitor center in a retail space of about 2,184 square feet in the City-owned, LADOT-run Vine Street Parking Garage at 1627 N. Vine St. The motion says the Economic and Workforce Development Department and the Community Investment for Families Department have merged into the Community Investment Department. The changes make that department the lead department for the project and the one that reviews invoices and approves payments of the bond money. They also let it sign the contract documents with Hollywood Partnership Ventures, doing business as Hollywood Partnership Community Trust (motion).
  • Who brought it: Hugo Soto-Martínez, seconded by Eunisses Hernandez, in a Sept. 1, 2026 motion (CF 14-1174-S40).
  • Money: Up to $1,000,000 in tax-exempt CRA/LA Excess Non-Housing Bond Proceeds available to Council District 13 from the Hollywood Redevelopment Project Area (motion). Neither the City Administrative Officer nor the Chief Legislative Analyst has done a financial analysis (agenda).
  • Who it affects: Council District 13 (CF 14-1174-S40).
  • Committee vote: The Economic Development and Jobs Committee approved it 5-0 on Sept. 18, with Soto-Martínez, Price, Hernandez, Traci Park and Rodriguez voting yes (committee report).
  • What happened: Adopted 10-0; Blumenfield, Hernandez, McOsker, Price and Yaroslavsky absent. The council file records that the Council adopted the item on Oct. 9, 2026, subject to reconsideration under Council Rule 51 (CF 14-1174-S40).

3. Hollywood Walk of Fame restroom and visitor center at 1627 N. Vine St.: Community Investment Department replaces the project manager

  • What it does: Amends the June 3, 2025 Municipal Facilities Committee report on the lease for the same project. A project manager hired by General Services and paid with bond funds was to oversee construction. The Community Investment Department would take that role, and the $1 million in bond proceeds would run through that department rather than through General Services and the lease. The motion says the Hollywood Partnership Community Trust pays all construction costs. Every reference to the “Project Manager” in the file’s documents would change to the “Community Investment Department” (motion, committee report).
  • Who brought it: Hugo Soto-Martínez, seconded by Monica Rodriguez, in a Sept. 1, 2026 motion (CF 18-0534-S1).
  • Money: Neither the City Administrative Officer nor the Chief Legislative Analyst has done a financial analysis (committee report).
  • Committee vote: The Economic Development and Jobs Committee approved the recommendations, as amended, 5-0 on Sept. 18, with Soto-Martínez, Price, Hernandez, Park and Rodriguez voting yes (committee report).
  • Records differ: The agenda’s recommendation asks the Council to add the motion’s italic text to the Government Operations Committee report the Council approved on June 25, 2025 (agenda). The committee report instead amends the June 3, 2025 Municipal Facilities Committee report and replaces the “Project Manager” references (committee report).
  • What happened: Adopted 10-0; Blumenfield, Hernandez, McOsker, Price and Yaroslavsky absent. The council file records that the Council adopted the item on Oct. 9, 2026, subject to reconsideration under Council Rule 51; it does not say which version of the amendment text the Council adopted (CF 18-0534-S1).
