The City Clerk posted the nine-item agenda on Oct. 20, 2026. Items 1 to 8 are listed as items for which public hearings have been held. Item 9 had no public hearing, so the Council needs 10 votes to take it up (agenda).
Routine items, from the agenda and the council files linked below:
- 2: note and file the City Clerk’s Feb. 17, 2026 report on the Pico/Genessee Community Pocket Park Trust Fund No. 917 for 2023-24. The Arts, Parks, and City Facilities Committee took up the report on Oct. 7, 2026 (City Clerk report, committee report, CF 26-0218).
- 3: note and file the Personnel Department’s Sept. 3, 2026 review of the LAwell Program Employee Benefits Trust Fund for 2025-26 (agenda, Personnel Department report, committee report, CF 26-1367).
- 4: note and file the Personnel Department’s Oct. 5, 2026 report on its 2025-26 audit of dependents in the LAwell civilian benefits program. The committee report says Personnel staff and a contracted vendor, Secova, reviewed legal documents for more than 29,000 dependents. The Personnel and Hiring Committee moved to note and file it on Oct. 14, with Tim McOsker and Monica Rodriguez voting yes and Hugo Soto-Martínez absent (committee report, CF 26-1429).
- 5: note and file the Personnel Department’s June 27, 2025 and Aug. 18, 2026 reports on departments’ succession plans, which the departments update each year under Executive Directive No. 15. The reports identify job classes at risk from retirements. The file began with a 2017 motion by Paul Koretz, seconded by Mitchell Englander. The committee’s vote block lists McOsker and Imelda Padilla voting yes and Soto-Martínez absent (committee report, CF 17-1098).
- 6: note and file the Personnel Department’s June 27, 2025 report on Citywide succession planning. The file began with a Dec. 12, 2023 motion by Bob Blumenfield and Tim McOsker, seconded by Eunisses Hernandez (agenda, committee report, CF 17-1098-S1).
- 7: note and file the Personnel Department’s Oct. 6, 2026 report on other ways to qualify as a Housing Inspector or Building Inspector. The report describes two existing training paths, the Assistant Inspector class and the Inspector Trainee class in the Bridge to Jobs Program. It says the Housing Department and Building and Safety had no recommendations for changes (Personnel Department report). The Personnel and Hiring Committee moved to note and file it on Oct. 14, with McOsker and Rodriguez voting yes and Soto-Martínez absent (committee report, CF 26-0600-S82).
1. 2025 Citywide Parks Needs Assessment
- What it does: The agenda asks the Council to note and file the Board of Recreation and Park Commissioners’ Dec. 18, 2025 report on the 2025 Citywide Parks Needs Assessment (PNA) (agenda, Board report). Noting and filing a report takes no further action on it.
- Who brought it: The Board of Recreation and Park Commissioners (CF 25-1538).
- Money: The agenda lists the fiscal impact statement as not applicable (agenda).
- Neighborhood council positions: The Downtown Los Angeles Neighborhood Council filed a Community Impact Statement on March 16, 2026. The agenda lists it as For (agenda, Community Impact Statement).
- Committee vote: The council file records that the Arts, Parks, and City Facilities Committee noted and filed the item at its Oct. 7, 2026 meeting (CF 25-1538).
8. Rapid response program after serious and fatal traffic crashes
- What it does: The motion asks the Department of Transportation, with the LAPD, to report on whether the City can set up a Programmatic Fatal Crash Rapid Response Program after serious and fatal crashes, and what it would take, including a dedicated funding source or budget allocation. The program would include a fast engineering and field review of each crash site and would identify and install near-term and long-term safety improvements (motion).
- Background in the motion: The motion cites the City’s 2015 Vision Zero goal of ending traffic deaths by 2025. It names Seattle’s Programmatic Fatal Crash Response Policy, adopted in May 2026, and Atlanta’s Fatal Crash Review Commission as models (motion).
- Who brought it: Marqueece Harris-Dawson and Heather Hutt, seconded by John S. Lee (CF 26-1426).
- Committee: The agenda says a Transportation Committee report will be submitted in Council. The committee had the motion on its Oct. 21, 2026 agenda (agenda, CF 26-1426).
- Money: The motion sets no amount. It asks the report to cover the resources needed (motion).
9. Measure FD implementation and LAFD expansion plan
- What it does: The motion asks the Fire Department, with the City Administrative Officer, the Chief Legislative Analyst and the Personnel Department, to report to the Council before Nov. 3, 2026 with first recommendations for a Measure FD Implementation and LAFD Expansion Plan. The report would rank investments that add capacity and cut response times, with steps that could start within 30, 60, 90 and 180 days. It would name hiring and purchasing barriers and other funding that could add to Measure FD money. It would set a baseline and targets for staffing, apparatus, ambulances and response times, and a plan for building and modernizing stations that uses after-action findings from the January 2025 Palisades Fire. It would also set up separate accounting of Measure FD money to meet maintenance-of-effort rules, a public dashboard, quarterly reports to the Council and periodic audits. The Fire Department would update the plan within 60 days if Measure FD passes, and each year after that (agenda).
- Background in the motion: The motion says Measure FD, on the Nov. 3, 2026 ballot, would set a one-half percent sales tax for the Fire Department. It says the department has about the same number of sworn firefighters as in the 1960s, with six fewer stations and five times the call load. It says Measure FD money must add to, not replace, existing General Fund support for the department (motion).
- Who brought it: Traci Park, seconded by Imelda Padilla, in a Sept. 16, 2026 motion (CF 26-1330).
- Committee: The Budget and Finance Committee and the Public Safety Committee waived consideration (agenda, CF 26-1330).
- Money: Neither the City Administrative Officer nor the Chief Legislative Analyst has done a financial analysis (agenda).
- Neighborhood council positions: The Sylmar Neighborhood Council voted 11-0 on Sept. 24, 2026 to support the motion if amended. It asks that the first year of Measure FD revenue go to building Fire Station 31 in Sylmar (Community Impact Statement).
