Empowerment Congress North Area Neighborhood Development Council
The Empowerment Congress North Area Neighborhood Development Council covers the area between the 10 Freeway and Martin Luther King Jr. Boulevard, from Arlington and Western avenues east to the 110 Freeway, split into three board areas (NANDC, archived), inside City Planning's South Los Angeles community plan area. Anyone who lives, works or owns property in the area, or declares a stake in it as a community interest stakeholder, is a stakeholder (Plan for a Citywide System of Neighborhood Councils).
