Empowerment Congress Southwest Area Neighborhood Development Council
The Empowerment Congress Southwest Area Neighborhood Development Council covers the area between Florence Avenue on the north and Century Boulevard on the south, from Van Ness Avenue east to Vermont Avenue and the City boundary at 108th Street (ECSWANDC), in the South Los Angeles community plan area. Its stakeholders are those who live, work or own property in the area, or who declare a stake in it and affirm the factual basis for it (ECSWANDC).
