Empowerment Congress West Area Neighborhood Development Council
The Empowerment Congress West Area Neighborhood Development Council serves Arlington Park, Baldwin Hills Estates, Baldwin Village, Baldwin Vista, Cameo Plaza, Crenshaw Manor, Leimert Park and Village Green (ECWANDC agenda), almost all inside City Planning's West Adams-Baldwin Hills-Leimert community plan area. Anyone who lives, works or owns property in the area, or declares a stake in it as a community interest stakeholder, is a stakeholder (Plan for a Citywide System of Neighborhood Councils).
