City Council districts Council District 4, Council District 13

The agenda sets a special board meeting for Tuesday, Oct. 13, 2026, at 6:30 p.m. on Zoom or by telephone, and says the meeting is held virtually under Senate Bill 707 and Council File 23-1114. The council’s regular board meeting, set for Monday, Oct. 12, was cancelled by a one-page notice posted on Oct. 8; the notice gives no reason, and the Oct. 13 agenda does not say whether it takes the place of the Oct. 12 meeting (City agenda index). Public comment is two minutes per speaker (agenda).

Item 5 holds 17 voting items, A through Q. Besides the sections below, they include two one-year appointments of voting stakeholders to the Planning and Land Use Management Committee, up to $100 to copy bulletin board keys, a change to the standing rule the board took up in September so that the Homelessness and Human Services Committee is a standing committee that meets once a quarter rather than an ad hoc committee, and a motion recording Treasurer Paul Barbosa as one of the council’s two budget representatives, with a second to be appointed or recruited (agenda). The spending items in item 5 total up to $5,500, our sum (agenda).

5.D to 5.F. Three $1,000 Neighborhood Council Funding Contributions

  • What it asks: Three separate recommendations to approve up to $1,000 each as a Neighborhood Council Funding Contribution: to sponsor the 2027 Congress of Neighborhoods, the 2026-27 fiscal year Budget Day, and 2026-27 budget advocacy, which the agenda ties to Los Angeles City Charter Section 909 (agenda).
  • Money: Up to $3,000 in total, our sum (agenda).

5.G to 5.I. Outreach materials and flyers

  • What it asks: Up to $800 for council promotional materials and “swag”; up to $300 to print flyers on current seat vacancies; and up to $300 to print flyers on the 2027 election cycle, including how to run for office and how to register to vote (agenda).
  • Money: Up to $1,400 in total, our sum (agenda).

5.J. Up to $1,000 for an in-person meeting location

  • What it asks: Set aside up to $1,000 to rent a location that meets the Americans with Disabilities Act inside the council’s boundaries “to conduct a legally required in-person meeting under SB707 to continue the legal ability to have virtual meetings.” The agenda lists Cheremoya Elementary, Besant Lodge, the Kimpton Hotel, Hollywood Seventh Day Adventist Church, the Mears Center, the Lazy Acres community room, Sabor & Cultura and the Murray Hill Condominiums meeting room as locations under consideration (agenda).
  • Money: Up to $1,000 (agenda).

5.K. Letter to Council District 13 on the revoked 41.18 zones

  • What it asks: Discussion and a possible motion to send a letter to Council District 13 “on the revocation of the special 41.18 enforcement zones.” The agenda does not give the letter’s content or position (agenda).
  • Background: On Aug. 18, 2026, the City Council adopted a motion rescinding every site designated under its Nov. 16, 2021 action on Council File 21-4118-S14; the details are under item 5.L. The council’s Sept. 14 board agenda listed a Council District 13 presentation and questions on 41.18 (Sept. 14 agenda).

5.L. Statement on Council File 21-4118-S14

  • What it asks: A Community Impact Statement on Council File 21-4118-S14, titled “Designation of Prohibited Locations / Myra Avenue and Sunset Boulevard Underpass, et al. / Council District 13 / Los Angeles Municipal Code Section 41.18.” The agenda does not state the position the statement would take (agenda).
  • What the file does: A resolution by Mitch O’Farrell, seconded by Paul Krekorian, designated locations in Council District 13 for enforcement of Municipal Code Section 41.18, which bars sitting, lying, sleeping and storing property in designated areas. The Council adopted it on Nov. 12, 2021, 8-2 with five absent, and the action became final on Nov. 16, 2021 (CF 21-4118-S14). On Aug. 11, 2026, Hugo Soto-Martinez, seconded by Marqueece Harris-Dawson, moved that the Council rescind all sites designated in that action and instruct the City Administrative Officer to report on any further steps needed to remove signage. The motion says street homelessness in Council District 13 has declined by more than 40 percent since 2023 and that enforcement under 41.18 “does not prevent or resolve longstanding encampments in District 13” (motion).
  • Council vote: The Council adopted the motion on Aug. 18, 2026, 10-3 with two absent. Imelda Padilla, Traci Park and Monica Rodriguez voted no; John Lee and Curren Price were absent. Nithya Raman, whose Council District 4 covers part of the council’s area, and Soto-Martinez voted yes (official action). The action became final on Aug. 19, 2026 (CF 21-4118-S14).
  • Neighborhood council positions: No neighborhood council statement appears on the file as of Oct. 10, 2026 (CF 21-4118-S14).

5.M and 5.N. Statement on Council File 22-4118-S8 and signage at 6125 Carlos Avenue

  • What it asks: A Community Impact Statement on Council File 22-4118-S8, and, in item 5.N, a communication asking Council District 13 to reinstall or refurbish the signage showing the 41.18 restrictions near the area designated in that file. The agenda does not state the position of the statement (agenda).
  • What the file does: A June 21, 2022 resolution by Mitch O’Farrell, seconded by Paul Krekorian, designated 6125 Carlos Avenue, the Delaney Wright Fine Art Preschool, a school, for enforcement under Section 41.18, and directed City departments with jurisdiction to post notices and begin enforcement once the posting period ended. The Council adopted it on June 29, 2022, 9-3 with three absent; Mike Bonin, Marqueece Harris-Dawson and Nithya Raman voted no (CF 22-4118-S8).
  • Where it stands: The file lists no activity after June 29, 2022, and no neighborhood council statement as of Oct. 10, 2026 (CF 22-4118-S8). The Aug. 18, 2026 rescission under item 5.L covered the sites designated in the Nov. 16, 2021 action on Council File 21-4118-S14 (motion).
