P.I.C.O. Neighborhood Council

Published October 1, 2026

The P.I.C.O. Neighborhood Council covers the Pico Boulevard corridor between La Cienega Boulevard and La Brea Avenue, in Council Districts 5 and 10. Its website lists 11 neighborhood areas, including Carthay Square, South Carthay, Picfair Village, Pico Del Mar, Pico Park, Wilshire Highlands, Wilshire Vista Heights and the Neighbors United area around Faircrest Heights, and Little Ethiopia on Fairfax Avenue. Under the City's Plan for a Citywide System of Neighborhood Councils, anyone who lives, works or owns property in the area is a stakeholder, as is anyone who declares a community interest there through a school, nonprofit, religious or other community group.
