6.a. Appeal of the McGroarty Street development

  • What it asks: Discussion and possible action on an appeal of the approval of the 8100-8160 McGroarty St. development. The agenda says the project proposes 13 single-family lots with 13 homes, 11 of them new and 2 involving existing structures. It says the appeal argues the project violates State Minimum Fire Safe Regulations in a Very High Fire Hazard Severity Zone, that the City’s environmental review does not adequately address oak woodland loss and human-caused wildfire risk, and that these impacts require a full environmental impact report instead of the approved mitigated negative declaration (agenda).

6.b. Appeal at 7921 Deneville

  • What it asks: Discussion and possible action on an appeal in case ZA-2022-8791-ZAD-SPP-HCA. The agenda says the appellant contends the Zoning Administrator’s determination relied on inaccurate site information, “including a retaining wall that was never constructed”, and that the appeal asserts this error undermines the required findings on hillside safety, drainage, slope stability and infrastructure adequacy (agenda).

6.c. Cravings Night Market on Foothill Boulevard

  • What it asks: Discussion and possible action on a review of the “proposed/operating” Cravings Night Market at 7636-7660 Foothill Blvd., listed as a new use as of July 10, 2026, to determine the zoning and permit requirements for a recurring outdoor market with 30 or more food and merchandise vendors and to consider parking, traffic, noise, safety and neighborhood impacts. The agenda adds that City Planning has a car wash application on hold (agenda).

6.d. Zone change at 11044-11046 McVine

  • What it asks: Discussion and possible action on cases APCNV-2025-5867-ZC and ENV-2025-5868-CE, a zone change from A2-1 to (T)R1-1-RFA to permit keeping one single-family dwelling and a detached garage on a 16,171.9-square-foot lot. The agenda lists a 9:30 a.m. hearing on Aug. 11 (agenda).
