The Wilmington Neighborhood Council covers Wilmington, from the Carson city line south to the Los Angeles Main Channel, including Terminal Island, and from the Long Beach and Carson lines west to the Harbor Freeway, Vermont Avenue and Gaffey Street (bylaws, Article III). About half of the area is in the Wilmington-Harbor City community plan area and half in the Port of Los Angeles plan area. Anyone who lives, works or owns property inside those boundaries, or belongs to or takes part in a community organization there, is a stakeholder (bylaws, Article IV).
