Bylaws and board-structure requests

For each request the Department of Neighborhood Empowerment recommended that the Commission find the change consistent with the Plan for a Citywide System of Neighborhood Councils and approve it (agenda):

  • Atwater Village: delete the community group/non-profit seat and add an at-large seat; delete the faith-based organization seat and add a youth representative seat (agenda).
  • Downtown Los Angeles: increase the board from 24 to 25 director seats by adding a second Fashion District business representative seat (agenda).
  • Westlake South: convert all nine board seats to at-large (agenda).
  • Lincoln Heights: decrease the board from 25 to 18 seats while keeping all community representation groups (agenda).
  • Mar Vista: increase the quorum from 8 to 9 board members (agenda).

What happened: The Commission approved all five requests, each 4-0, with Commissioners Epperhart, Fields, Shaffer and Waters voting yes and Commissioners Erving, Quiroz and Wehbe absent. The Atwater Village item was tabled so that staff could supply the date and vote of the council’s own action, then taken up again at 2:10 p.m. and approved. The Commission also approved its June 15 minutes 4-0, and the meeting adjourned at 2:48 p.m. (minutes). The July 9 minutes are linked from item 3 of the July 20 agenda, and the Commission approved them 5-0 on July 20 (July 20 minutes).

Under Charter Section 245, the Commission’s actions become final after five Council meeting days unless the Council votes by two-thirds to take them up (agenda).

The agenda lists the next regular meeting for July 20, 2026, and says the Aug. 4 meeting is canceled (agenda).
