From the minutes: On July 20, 2026 the Board of Neighborhood Commissioners elected Leonard Shaffer president and Keren Waters vice president, each 5-0, and approved, 5-0, a Palms Neighborhood Council bylaws change adding an at-large Equity Officer and cutting one of two business seats, which the Department of Neighborhood Empowerment had recommended (minutes; agenda). Commissioners Quiroz and Wehbe were absent.

Palms bylaws request
Palms asked to add an Equity Officer, elected at-large by all stakeholders, and to delete one of its two business representative seats. The Department of Neighborhood Empowerment recommended that the Commission find the change consistent with the Plan for a Citywide System of Neighborhood Councils and approve it (agenda). What happened: Commissioner Epperhart moved approval, Commissioner Waters seconded, and the motion carried 5-0 with Commissioners Quiroz and Wehbe absent (minutes). Under Charter Section 245, Commission actions become final after five Council meeting days unless the Council votes by two-thirds to take them up (agenda).

Commissioner Epperhart nominated Leonard Shaffer for president and Shaffer nominated Keren Waters for vice president; each was elected 5-0. The Commission approved the minutes of its July 9 special meeting 5-0, and the meeting adjourned at 2:47 p.m. (minutes).
