Board of Neighborhood Commissioners · Held
Los Angeles Board of Neighborhood Commissioners meeting, October 19, 2026
On the agenda: The Board of Neighborhood Commissioners' Oct. 19, 2026 agenda listed 11 items, two of them possible letters to the City Council. One asked that the Board and neighborhood councils be included on "proposed legislation that permanently alters the quality of life in Neighborhoods" and linked the planning fee file that sets a proposed appeal fee for non-applicants (CF 09-0969-S4) and a motion on faster approvals for condominium projects (CF 26-1329). The other, modeled on a motion by Mayor Butts of Inglewood, was about residents' access to their homes near stadiums and event venues on event days. The planning fee file listed no letter from the Board as of Oct. 20, 2026 (CF 09-0969-S4).

8. Letter on access to homes near stadiums on event days
- What the agenda asked: Discussion and a possible motion for a letter to the City Council “using language similar to the linked motion by Mayor Butts of the City of Inglewood.” The agenda says residents near stadiums “are unable to get to or from their residences on event days” and that, “with the Super Bowl and Olympics imminent,” City residents need clear access routes to homes near Crypto Arena, the Los Angeles Memorial Coliseum, Dodger Stadium, USC, UCLA and the Canoga Park Topanga Plaza site, which is being demolished and rebuilt with an event venue (agenda).
- Council file: The agenda names none (agenda).
9. Letter asking for a neighborhood council role on legislation (CF 09-0969-S4, CF 26-1329)
- What the agenda asked: A possible motion to approve a letter to the Council on Council File 09-0969-S4 “requesting the inclusion of BONC and Neighborhood Councils on proposed legislation that permanently alters the quality of life in Neighborhoods.” The agenda links the draft letter and the motion in Council File 26-1329 (agenda).
- CF 09-0969-S4: The file covers the City’s planning and land use fees and their annual inflation adjustment (CF 09-0969-S4). On Aug. 25, 2026, the Planning and Land Use Management Committee voted 5-0 to set the fee for an appeal filed by someone other than the applicant at 5% of cost recovery, or $1,145, for appellants inside the project’s noticing radius and 10%, or $2,289, for those outside it, following Option B23 in the City Administrative Officer’s report. It asked the City Attorney to draft the ordinance (committee transmittal, CAO report). The Budget and Finance Committee concurred 4-0 on Oct. 6, 2026, with Katy Yaroslavsky absent (Journal).
- CF 26-1329: Katy Yaroslavsky moved it on Sept. 16, 2026, seconded by Marqueece Harris-Dawson and Imelda Padilla (CF 26-1329). The motion asks the Department of City Planning, with the Department of Building and Safety and the Bureau of Engineering, to draft within 30 days an ordinance using California Government Code Section 66428(b), which lets cities waive subdivision map requirements for some new-construction condominium projects. The Planning and Land Use Management Committee approved it 5-0 on Oct. 13, 2026 (Journal).
- Neighborhood council positions: Neither file lists a Community Impact Statement as of Oct. 20, 2026 (CF 09-0969-S4, CF 26-1329).
- On the council file: CF 09-0969-S4 listed no letter from the Board as of Oct. 20, 2026 (CF 09-0969-S4).
- What’s next: Neither file lists a full Council date as of Oct. 20, 2026 (CF 09-0969-S4, CF 26-1329).
The agenda listed the Board’s next regular meetings for Nov. 3 and Nov. 16, 2026, at 1 p.m. (agenda).
