The agenda set an in-person meeting without teleconferencing at the Los Angeles Yacht Club, past the DoubleTree Hotel. Items 15 through 17 were a Budget and Finance consent calendar. Item 12 asked the council to attend and staff an outreach table at the LAFD Ralph J. Scott and First Responder Appreciation Event in October. Items 16 and 17, from the Communications Committee, asked it to sponsor the San Pedro Chamber of Commerce Spirit of the Holidays Parade and buy a new tablecloth for outreach events.
8. Point Fermin Park bus turnaround
- What it asks: The motion says the western end of Paseo del Mar at Point Fermin Park is a cul-de-sac whose sidewalk is widely used by park visitors, and that the City is considering opening it by removing the sidewalk to provide a bus turnaround. It says this would eliminate the Wilder’s Addition bus stop and create “a major safety hazard for pedestrians, cyclists, and other motorists.” It resolves that the council “strongly urges the City to abandon the idea of providing a bus turnaround at Point Fermin Park” (agenda).
- Who brought it: The Coastline and Parks and the Planning, Land Use and Transportation committees, jointly (agenda).
- Who it affects: Point Fermin and San Pedro, Council District 15. The agenda did not name the City department or a council file for the turnaround.
9. The Wigwam on Shepard Street
- What it asks: That the council endorse “the continued nonconforming use of Shepard St/Wigwam as a union hall/lodge” in its current zone (agenda). The agenda did not give a planning case number.
- Who brought it: The Coastline and Parks and the Planning, Land Use and Transportation committees, jointly (agenda).
10. Council File 26-0956: screening and security at City-funded supportive housing
- What it asks: A Community Impact Statement supporting the motion, which instructs City departments to report on conditioning City funding for permanent supportive housing projects on background checks and behavioral-health and risk assessments, in addition to screening out people with violent criminal histories; to update the City’s Model Property Management Policies and Procedures for safety in and around publicly funded projects; to recommend stronger “Good Neighbor” operating agreements, including on-site security staffing, cameras, controlled access and security audits; to report on intake and assessment protocols; to recommend “higher-acuity placement pathways” with County behavioral health programs; and to study a dispute resolution process between neighbors and operators (agenda, motion).
- Who brought it: Traci Park, seconded by John S. Lee, in a June 26, 2026 motion (CF 26-0956).
- Neighborhood council positions: The Venice Neighborhood Council filed a Community Impact Statement on Aug. 23, 2026 (Venice statement); its board had voted 10-5, with two abstaining, on Aug. 18 to support the motion (Venice minutes).
- What’s next: The motion was referred to the Housing and Homelessness Committee on June 26 and re-referred to the Homelessness and Health Committee on Aug. 28, 2026. The file lists no committee vote as of Oct. 15, 2026 (CF 26-0956).
11. Council File 09-0969-S4: appeal fees for non-applicants
- What it asks: That the council oppose the City’s proposed increase in land use appeal fees for non-applicants, both those inside and those outside a project’s noticing radius. The motion notes that the City has asked the City Attorney to prepare an ordinance amending the Municipal Code for the changes (agenda).
- What the file does: On Aug. 25, 2026, the Council’s Planning and Land Use Management Committee approved, 5-0, an amendment setting the non-applicant appeal fee at 5% of cost recovery, or $1,145, for appellants inside the noticing radius and 10%, or $2,289, for those outside it, and asked the City Attorney to draft the ordinance (committee transmittal).
- What’s next: The Budget and Finance Committee concurred with that action on Oct. 6, 2026. The file lists no Council vote and no Community Impact Statements as of Oct. 15, 2026 (CF 09-0969-S4).
