5. Liquor store hours and security guard, 2115 W. Jefferson Blvd.
- What it does: The operator of an existing market and liquor store asked to change its conditions to close at 2 a.m. instead of 11 p.m. and to remove the requirement for a state-licensed uniformed security guard from noon to 11 p.m. The Zoning Administrator denied the request on Nov. 25, 2025 (agenda; ZA determination).
- Who brought it: Applicant Hyon Chin Yoon, represented by Steve S. Kim of GSD Partners; the agenda lists the appellant as John Lee (agenda).
- Who it affects: Council District 10, West Adams-Baldwin Hills-Leimert plan area (agenda).
- What happened: The Commission denied the appeal and sustained the denial, 4-0: Esperias moved, Socarras seconded, Hernandez and Pruitt yes, Bates absent (determination letter). The Zoning Administrator’s determination says the denial leaves the conditions of the earlier approval, including the 11 p.m. closing and the guard, unchanged (ZA determination).
