5. Private street and bridge, 5000 S. Beethoven St.

  • What it does: A private street approval gives the parcels at 5000 S. Beethoven St. legal frontage and access through a new private bridge over Centinela Creek; the Advisory Agency approved it April 24, 2026 (agenda).
  • Who brought it: Applicant Ilan Israely, 5000 Beethoven LLC. Appellant Defend Ballona Wetlands, represented by Marcia Hanscom and Robert J. van de Hoek. Continued from July 1 (agenda).
  • Coverage: Before the Advisory Agency hearing, the Westside Current reported that the bridge over Centinela Creek was built after the City issued a permit about two years earlier, that a 236-unit Del Rey Pointe project proposed for the site in 2018 was withdrawn, and that Del Rey Neighborhood Council President Ravi Sankaran said the owner had not contacted the council about the hearing and that the council would like the site rezoned as open space (Westside Current, Dec. 9, 2025).
  • What happened: Appeal granted in part and denied in part; private street approved with modified conditions and amended findings, 3-2: Waltz-Morocco moved, Ryan seconded, Sandifer yes, Goldman and Shelton no (determination letter).

6. Church to private club, 305 E. Rose Ave., Venice

  • What it does: Converts a 5,765 sq. ft. two-story church into a private club with a commercial kitchen, co-working space and lounge, 161 seats and 20 bicycle spaces. It needs a Venice Coastal Zone Specific Plan exception for zero parking spaces instead of 77, a conditional use permit for a private club in the RD1.5-1 zone, and a Coastal Development Permit (agenda). The case record also describes on-site alcohol sales for members.
  • Who brought it: 305 Rose Avenue, LLC, represented by Brian Silveira & Associates (agenda).
  • Neighborhood council positions: The Venice Neighborhood Council’s July 21 agenda had a stakeholder motion to rescind its earlier motion (35-26-VNC) recommending approval with conditions (Venice NC agenda); no record of the vote on that motion was found as of Oct. 1, 2026.
  • Coverage: Yo! Venice reported that the Venice Neighborhood Council voted 10-9-1 to reject the project after its Land Use and Planning Committee had recommended approval 7-0 with nine conditions, that the applicant’s representative said no alcohol would be served under the revised application, and that residents submitted a petition with 100 signatures citing parking and noise (Yo! Venice, May 26, 2026).
  • What happened: Continued. The item appears on the Sept. 2 agenda and the Oct. 7 agenda, marked continued from Aug. 5 and Sept. 2.

Minutes for Aug. 5 were not posted on City Planning’s meeting index as of Oct. 1, 2026; the Commission’s Oct. 7 agenda lists them for approval. Audio is posted.
