The special meeting agenda, called by the chair and posted Oct. 9, 2026, lists one item for 8:30 a.m. in the John Ferraro Council Chamber, Room 340, City Hall. Public comment is in person only, and the agenda has no general public comment period.

Committee members since Aug. 31, 2026, per the Council President’s assignment letter: Eunisses Hernandez (chair), John Lee (vice chair), Bob Blumenfield, Heather Hutt and Ysabel Jurado. The agenda lists the same five members.

1. CAO status update on the Unarmed Model of Crisis Response program and its expansion to three more LAPD areas

  • What it does: The City Administrative Officer’s March 10, 2026 report asks the Council to note and file an update on the Unarmed Model of Crisis Response (UMCR), which sends unarmed teams from three contracted nonprofits (Exodus Recovery, Alcott Center and Penny Lane Centers) to non-emergency 911 calls such as mental health crises and welfare checks. The program began March 12, 2024 in six LAPD areas (Southeast, Wilshire, Devonshire, West Los Angeles, Olympic and West Valley), and the report says the Council made it an ongoing program under CF 26-0061. The report dates that action Feb. 2, 2026; the council file records the Council adopting the item, as amended, on Feb. 24, 2026. The report describes an expansion to Rampart (Alcott), North Hollywood (Exodus) and Topanga (Penny Lane), which would put the program in nine of 21 LAPD areas covering 43.8 percent of the City’s population, and says the CAO released a solicitation for additional providers in the first quarter of 2026 (CAO report).
  • Who brought it: The City Administrative Officer; the report was referred to this committee and the Public Safety Committee March 11, 2026 (CF 20-0769-S7).
  • Money: The CAO reports no General Fund impact from the report; the provider contracts, including the expansion, are funded in the 2025-26 Adopted Budget in the CAO’s Contractual Services account. The provider agreements were extended through Aug. 31, 2026 by amendments the Council adopted Oct. 1, 2025 (CAO report, CF 20-0769-S6). The agenda marks the item “Fiscal Impact Statement: Yes” (agenda).
  • Who it affects: The report counts 19,827 calls diverted from LAPD and LAFD from launch through Feb. 17, 2026: 7,873 ended with an assisted outcome, 8,841 with no one found on arrival, 1,181 with services refused, 761 redirected to LAPD (3.8 percent) and 131 to LAFD or County services. The average response time was 26 to 29 minutes across the periods reviewed. The report names Topanga and North Hollywood as areas with no unarmed crisis response coverage today (CAO report).
  • What’s next: This committee received and filed the CAO’s earlier June 16, 2025 revised report on Feb. 6, 2026, the Public Safety Committee concurred Feb. 11, and the Council adopted the joint committee report Feb. 24, 2026, 12-0, with Heather Hutt, John Lee and Curren D. Price Jr. absent. The council file shows no committee action on the March 10 report as of Oct. 10, 2026; a recommendation from this committee would also need Public Safety Committee action before the Council (CF 20-0769-S7).
