The Energy and Environment Committee of the Los Angeles City Council reviews the Department of Water and Power and its Board, water and energy supply, climate action, extreme heat, oil and gas, the Los Angeles River, recycling and environmental justice and sends recommendations to the full Council, which makes the final decision (Council resolution, CF 26-2000). The Los Angeles City Council's Energy and Environment Committee met on Oct. 9, 2026 on a motion asking for a report on a donation-funded trust to help DWP customers with bills after emergencies, Sanitation requests for $17 million more in County Measure W stormwater money for projects in Wilmington and Lincoln Park and DWP reports on federal cuts to Colorado River imports and on Pure Water Los Angeles (meeting); the council files showed no committee action, and the Journal was not posted, as of Oct. 10. At a special meeting on Oct. 1, the committee approved eight of nine council files, including a draft ordinance allowing a competitive sealed proposal contract to renovate the Department of Water and Power's John Ferraro Building, Sanitation's recommendation to keep the 2024 Low Impact Development rules and raise LID fees and a one-year extension of DWP's $495 million Kiewit groundwater cleanup contract (meeting). It continued a motion asking for a study of data centers and a possible moratorium on new ones that need more than 100 megawatts to a date to be determined. No committee reports or vote counts were posted on those files as of Oct. 3 (CF 26-0868).
