- Marqueece Harris-Dawson, John Lee, Imelda Padilla and Curren Price are recorded absent on all 23 roll calls, leaving 11 members (CVVS).
- The only split vote: item 4, the Convention Center bond fund ordinance, 8-3, with Nithya Raman, Monica Rodriguez and Katy Yaroslavsky voting no (CF 15-1207-S10).
- Item 8 had two roll calls, both 11-0; the Council adopted a substitute motion, signed by Tim McOsker, that corrects one account amount in the Warner Grand Theatre transfer. The council file labels it “Substitute Motion (Harris-Dawson - Hernandez)”; Harris-Dawson is recorded absent on both roll calls (CF 26-1164; substitute motion).
4. Final vote on the ordinance letting the Convention Center construction fund use up to $2.01 billion in 2026 MICLA bonds
- What it does: Second and final vote on an ordinance amending Administrative Code Section 5.162.55 so Construction Fund No. 27M can receive and spend proceeds of 2026 MICLA lease revenue bonds for the Convention Center expansion. On Aug. 21 the Council approved issuing up to $2.01 billion in Series 2026-C and 2026-D bonds (Budget and Finance report; CF 15-1207-S10).
- Money: The CAO estimates debt service on the 2025 and 2026 bonds at $5.43 billion, with $5.02 billion paid from General Fund lease payments from April 2030 through April 2056 (Budget and Finance report).
- Coverage: The Bond Buyer reported Sept. 29 that the roughly $1.8 billion sale, led by Morgan Stanley, was moved to a day-to-day schedule amid a rise in market interest rates (The Bond Buyer).
- What happened: Adopted, 8-3. Nithya Raman, Monica Rodriguez and Katy Yaroslavsky voted no; Marqueece Harris-Dawson, John Lee, Imelda Padilla and Curren Price were absent (CVVS; CF 15-1207-S10).
- What’s next: Ordinance No. 189026 took effect Sept. 4, 2026 (ordinance).
19. Up to $20 million in state-issued bonds for the 70-unit St. George Hotel affordable housing at 115 E. 3rd St.
- What it does: Lets the California Municipal Finance Authority issue up to $20,000,000 in bonds for 115 E 3rd LP to buy and rehabilitate the St. George Hotel, 69 affordable units and a manager unit. No City funds are pledged (motion).
- Who brought it: Ysabel Jurado, seconded by Curren Price (CF 26-1196).
- What happened: Continued to Sept. 16 (CF 26-1196).
- What’s next: The Council adopted it Sept. 16, 2026, 14-0, with Heather Hutt absent (CF 26-1196).
21. Council takes jurisdiction over a cannabis store license at 1658 W. 227th St., Harbor Gateway
- What it does: Asserts Council jurisdiction under Charter Section 245 over the Cannabis Regulation Commission’s approval of an annual storefront retail license for TLC Ventures and Realty Group at 1658 W. 227th St. The original motion also asked the Council to veto the license, saying the Commission did not review how many retail licenses already exist in Harbor Gateway (motion). Amending Motion 21A (McOsker, Heather Hutt) restates the action as asserting jurisdiction over the Commission’s Aug. 20 decision.
- Who brought it: Tim McOsker, seconded by Bob Blumenfield (CF 26-1210).
- What happened: Adopted as amended forthwith, 11-0, with four members absent (CVVS; CF 26-1210).
22. Approve the Ballot Simplification Committee’s voter digest for the eight City measures on the Nov. 3 ballot
- What it does: Approves the Ballot Simplification Committee’s plain-language digest of the eight City measures on the Nov. 3 ballot: the fire-victim property transfer tax exemption, six Charter amendments (City Planning; ethics, elections and governance; Board of Education campaign finance; Airports, Harbor and Water and Power; Recreation and Parks budget; infrastructure, budget and contracting) and the half-cent Fire Department sales tax initiative (committee digest).
