6. SB 707 open-meetings law and City Hall meeting rooms
- What it does: The agenda says SB 707 took effect July 1, 2026 and requires the City to offer two-way phone or video participation and to make outreach efforts to residents who do not usually attend. It lists the City Hall Council Chamber and 4th-floor committee room as needing Zoom licenses, and the Van Nuys Council Chambers as needing equipment work that will take several months (agenda).
- Who brought it: The Council file began with a motion by Imelda Padilla, seconded by Monica Rodriguez (CF 25-1358).
- Neighborhood council positions: Four Community Impact Statements are on the file (CF 25-1358): Reseda, For, board vote 9-1 on Nov. 17, 2025; North Westwood, For if Amended, board votes 13-0 on Dec. 3, 2025 and 13-0 on March 4, 2026; and Pacoima, For, board vote 9-0 on Jan. 21, 2026.
- Council action: On July 1, 2026 the Council adopted a transfer of funds for software and equipment in the Van Nuys Council Chambers to comply with SB 707, 14-0, with Curren Price absent (Council action).
