7b. Letter to Mayor and City Attorney candidates

  • What it does: Tells candidates Karen Bass and Nithya Raman (Mayor) and John McKinney and Marissa Roy (City Attorney) about WRAC’s positions on homelessness, which the letter counts as 26 position letters since 2016, and asks each, if elected, to work with WRAC on them, including transparency and accountability in homelessness programs. The letter states that WRAC takes no position on candidates (letter).
  • Who brought it: WRAC Homelessness Committee; Jay Handal and Chris Spitz (agenda).
  • What happened: The Board approved sending the letter directly, without further votes by member councils (recap memo; agenda).

7c. Citywide sign ordinance, Version B+

  • What it does: The Transportation and Mobility Committee proposed a motion for member councils rejecting efforts to weaken the sign ordinance version the City Planning Commission passed in 2015 and urging the Council to adopt Version B+, as in the Commission’s May 25, 2021 report (agenda).
  • Background: The Council file expired in 2023. On Aug. 26, 2026 the Council adopted a motion by Bob Blumenfield, seconded by Tim McOsker, to reactivate it; it is pending in the Planning and Land Use Management Committee (motion; CF 11-1705).
  • What happened: The Board passed a superseding motion authorizing a letter straight to the City Council restating WRAC’s 2020 position for Version B+. The letter, dated Sept. 30, went to the Council president and the committee’s members and was submitted to the file (recap memo; letter).

Other actions

  • Officers: Robin Greenberg, chair; Chris Spitz, vice-chair; Nico Ruderman, secretary/treasurer, for October 2026 to September 2028 (recap memo).
  • Standing Rule 10: Committees may make motions at WRAC meetings even if no voting board member sits on the committee; a second from a voting member is needed when fewer than two voting members are on the committee (agenda; standing rules).
  • RAND homeless count: The Board was asked to approve a request for information from RAND on reinstating its count; the memo says the request will be sent (recap memo).
