The agenda sets the regular board meeting for Monday, Oct. 12, 2026, at 6:30 p.m. at Carl’s Jr., 9505 Sepulveda Blvd., North Hills. Its roster shows four vacant seats: Region 2, Region 4, youth and one at-large. Representatives of LAPD Mission Station, the area’s congressional, state Senate and Assembly offices, the Mayor, Council Districts 6 and 7 and the Department of Neighborhood Empowerment are listed for announcements. Public comment is two minutes per speaker.
14. Website maintenance agreement
- What it asks: Approval of an agreement with Moore Business Results for web maintenance. The agenda says the council approved funds for web maintenance in its fiscal year 2026-27 budget and that an agreement for maintenance related to the council’s online outreach, and its costs, must be submitted to and approved by the City Clerk. It lists no dollar amount (agenda).
15. Meetings at Valor Academy Elementary School
- What it asks: Approval of a letter of authorization and facility use guidelines to hold council meetings at Valor Academy Elementary School, run by Bright Star Schools. The agenda says the council approved funds for meeting space there in its 2026-27 budget and that the use agreement and payment must be approved by the City Clerk (agenda).
- Money: The budget amendment on the Sept. 14 agenda listed $2,700 of rollover funds for office and operational expenditures “for meeting space at Valor.” Item 22 asks for up to $400 to print, mount and laminate large-format copies of the facility use guidelines (agenda).
- Related: Items 16 and 17 list an outreach table at the school’s fall open house for families on Tuesday, Nov. 10, 2026, from 5 to 6:30 p.m., with up to $150 for snacks (agenda).
19. Youth Committee
- What it asks: Adding a Youth Committee to the council’s standing committees in its Standing Rules for Committees. The committee would have a chair and a co-chair, one of them an adult, and membership would be open to stakeholders ages 14 to 17 at the time they join (agenda). Item 9 lists filling the vacant youth board seat, open to stakeholders ages 14 to 17 at the time of election or selection (agenda).
20. Statement supporting CF 26-0645 on vehicle impounds for illegal dumping
- What it asks: A Community Impact Statement in support of CF 26-0645. The agenda describes the file as a Lee-Park motion asking the City Attorney to prepare an ordinance amending Los Angeles Municipal Code Section 41.70.3 to authorize the 30-day impound of vehicles used in illegal dumping offenses (agenda).
- Who brought it: John Lee, seconded by Traci Park, on May 1, 2026 (motion).
- What the Council did: On Sept. 15, 2026 the Council adopted the item as amended by Amending Motion 14A (Lee - Rodriguez), which replaced the recommendations. The adopted version asks the City Attorney to prepare an ordinance deleting Section 41.70.3 entirely, “consistent with City Council Action in CF-12-0417,” and removing references to it from Section 61.07, and to report on any other legal authority the City has to deal with illegal dumping violators and their vehicles (Amending Motion 14A). The roll call was 13-1, with Jurado voting no and Padilla, the Council District 6 member, absent; Rodriguez, the Council District 7 member, voted yes. Council action became final on Sept. 16, 2026 (CF 26-0645). The agenda’s description matches the motion as introduced, not the version the Council adopted.
- Neighborhood council positions: None filed on the file as of Oct. 10, 2026 (CF 26-0645).
21. Statement supporting CF 22-1019 on street racing and intersection takeovers
- What it asks: A Community Impact Statement in support of CF 22-1019. The agenda quotes the file’s original motion: that the LAPD Street Racing Task Force and the Department of Transportation report in 30 days on intersection takeover data and the locations with the most calls citywide; that LADOT, with LAPD, the Fire Department, the Bureau of Engineering and the Bureau of Street Services, analyze those locations and recommend treatments such as Slow Streets designs; that LADOT report on the street racing measures the City has used and on case studies from other cities; and that the City Administrative Officer and LADOT report a multi-year work plan and funding strategy (agenda). That motion, by Blumenfield and others, seconded by Bonin, dates from Aug. 31, 2022 (CF 22-1019).
- Latest Council action: A Sept. 8, 2026 motion by Tim McOsker, seconded by Marqueece Harris-Dawson, asks City departments to report within 30 days on the file’s implementation status: an updated list of the top 50 locations by LAPD bureau using 2024 to 2026 data, the City’s capacity to treat them, which earlier locations have been treated and the costs to date, available City, state, federal and grant funding, and recommendations on priorities and a funding strategy. The Public Safety Committee approved it 4-0 on Sept. 15, 2026, Park absent, and noted and filed an Oct. 29, 2025 LADOT report and a Feb. 28, 2024 LAPD report (committee report). The Council’s roll call on Oct. 7, 2026 was 14-0, Yaroslavsky absent (CF 22-1019).
- Money: LADOT reported no General Fund impact from its report’s recommendations; neither the City Administrative Officer nor the Chief Legislative Analyst had completed a financial analysis (committee report).
- Neighborhood council positions: Five councils have filed statements on the file: Harbor Gateway North on Dec. 15, 2025, listed as “For” in the committee report (statement), and North Hills West (May 8, 2023), Downtown Los Angeles (Nov. 17, 2022), Rampart Village (Sept. 22, 2022) and Westside (Sept. 8, 2022) (CF 22-1019).
