IV.a. Statement on state housing streamlining laws
- What it asks: A Community Impact Statement and letter of concern to City agencies and elected officials, citing CF 21-0002-S18 and CF 21-1414. The draft in the packet says the council supports housing production but opposes the continued expansion of state housing laws that require ministerial approvals, preempt local land-use authority, reduce public participation and bypass environmental review. It names SB 9, SB 35, SB 423, SB 684, SB 1123 and AB 2011, and asks the City to study the cumulative effects on infrastructure and public safety and that future state laws require infrastructure-capacity analyses before adding density mandates (agenda).
- The council files: CF 21-0002-S18 holds a resolution by Paul Koretz, seconded by Paul Krekorian, on the City’s position on SB 9 in its 2021-22 State Legislative Program; the Council adopted the item on Aug. 18, 2021 (CF 21-0002-S18). CF 21-1414, titled “SB 9 / Local Ministerial Approval / Housing Development / Statutory Requirements / Memorandum,” was moved by Bob Blumenfield and Paul Koretz and seconded by Nithya Raman on Dec. 1, 2021; the Council adopted it as amended on Feb. 8, 2022 (CF 21-1414).
- What happened: No Northridge South Community Impact Statement appears on either file as of Oct. 1, 2026 (CF 21-0002-S18, CF 21-1414).
