The agenda sets the General Board meeting for Tuesday, Oct. 13, 2026, at 6:15 p.m. on a Zoom webinar, and says it is held virtually under Senate Bill 707 and Council File 23-1114. It was posted on Oct. 10 (City agenda index). The letterhead lists Janis Kraft as president, Kathleen Edwards as vice president for administration, Lopsie Schwartz as vice president for outreach, Sam Dulys as treasurer, Nicolas Haddad, Jeff Diamond, David Uranga, Peter Lasky and Nathan Lichtman as members, and four vacant seats. Public comment is two minutes per speaker. The president’s report quotes Article V, Section 7 of the bylaws, under which a member who misses three consecutive regular board meetings, or four in 12 months, is removed from the board. Items V.b and V.c follow up on the council’s Oct. 5 Planning, Land Use and Zoning (PLUZ) Committee meeting and its Oct. 6 joint executive and board meeting (agenda).
V.b. Wine tasting bar kiosk at Northridge Fashion Center
- What it asks: Discussion and a possible vote to recommend that an open-container wine tasting bar be built outside the Northridge Fashion Center, 9301 Tampa Ave. Lili Damaso of Liquor License Brokers is listed to present the application to the City Planning Department for a prefabricated open-container wine bar kiosk (agenda).
- Who brought it: The agenda says the PLUZ Committee voted 2-0 on Oct. 5, with Sam Dulys and Janis Kraft in favor, to send the proposal to this meeting for a possible recommendation (agenda).
- Background: The kiosk was on the Oct. 5 joint board and PLUZ agenda and the Oct. 6 joint executive and board agenda.
V.c. Skilled nursing facility conversion at 9644 Claire Ave.
- What it says: The item is an update, with no vote listed. The agenda says the PLUZ Committee discussed the conditional use permit proposal on Oct. 5, that Douglas Ayala of The Bluprint presented, and that the committee made no recommendation and asked for more information and for notice to the surrounding neighbors before it would move forward. It says a letter of recommendation from Councilmember John Lee’s office that the applicant’s representative was to provide had not been received, and that the president contacted Council District 12 about the request (agenda).
- Who it affects: The agenda says about 35 people from the Claire Avenue neighborhood attended the council’s Oct. 6 executive meeting with questions, and that the executive board said it would look into planning a further meeting on the facility and notify the neighbors (agenda). Item VI.b would pay for flyers to those homeowners.
VI.a. Up to $1,600 for a children’s light lab at the Northridge Library
- What it asks: Approve a Neighborhood Purposes Grant of up to $1,600 to the Friends of the Northridge Library to buy a Kodo Spectrum Light Lab for the library’s children’s section, which the agenda describes as a STEM learning tool for experimenting with light, shadow, color, reflection and refraction. Meredith Boyle is listed to speak and take questions (agenda).
- Money: The lab costs $3,275.25. The agenda says the Friends are asking Northridge South Neighborhood Council for $1,600 and Northridge West for $1,600 (agenda).
VI.b. Up to $200 for flyers near the Claire Avenue site
