The agenda sets the joint meeting of the board and the Zoning and Planning Committee for Tuesday, Oct. 13, 2026, at 6:30 p.m. at Chaminade College Preparatory, Condon Center 2nd Floor, 23241 W. Cohasset Street, with Zoom and telephone access. Co-chairs Bill Rose and Charlene Rothstein are listed for items 6 and 7, both under “Old Business.” Public comment is two minutes per speaker. The agenda lists the next meeting for Tuesday, Nov. 10, 2026.

6. Letter on the draft Missing Middle Ordinance

  • What it asks: Discussion and possible action “to prepare a letter directed to the Planning Commission requesting changes to the L.A. City Planning Department’s draft for the Missing Middle Ordinance” (agenda). The agenda does not list the changes. City Planning’s project page is Missing Middle LA.
  • Related council action: On Sept. 22, 2026 the Council’s Planning and Land Use Management Committee recommended that City Planning “present the proposed Missing Middle Ordinance to Council as soon as possible,” including an option that limits an attached ADU to 50 percent of the existing primary dwelling and no more than 1,200 square feet (committee report). The Council adopted the item on Oct. 6, 2026, and the action became final on Oct. 7 (CF 16-1468-S5). The motion is by John Lee, the Council District 12 member, seconded by Monica Rodriguez. The West Hills Neighborhood Council’s Oct. 1 board agenda listed a statement in support of that motion, which the agenda says the Zoning and Planning Committee approved unanimously on Sept. 8 (Oct. 1 agenda).

7. Council File 25-1484: sober living facilities

  • What it asks: Discussion and possible action “to submit a CIS in support of CF-25-1484 reducing the over centration of sober living facilities in residential neighborhoods” (agenda).
  • What the file does: The Council instructed the Department of City Planning, with the City Attorney, to report on legal and policy options to reduce the overconcentration of sober living facilities. The report is to cover minimum spacing between facilities modeled on a Costa Mesa ordinance, caps or dispersal rules within community plan areas, rules aimed at facilities above a size threshold such as more than six residents, case studies, and the City’s current approval policies (committee report). Amendments added reports on how the City identifies and acts against negligent operators (Motion 14A), public notice before a facility opens (Motion 14B), and whether residents have the same tenant protections as other renters (Motion 14C).
  • Who brought it: Traci Park, seconded by John Lee, in December 2025 (CF 25-1484).
  • Money: Neither the City Administrative Officer nor the Chief Legislative Analyst has done a financial analysis (committee report).
  • Council vote: The Planning and Land Use Management Committee approved the motion as amended 5-0 on Feb. 10, 2026 (committee report). The Council adopted it as amended on Aug. 11, 2026. The Clerk’s official action records 10 yes votes, with Harris-Dawson, Hernandez, Jurado and Soto-Martinez voting no and Price absent. The council file also lists a second Aug. 11 roll call of 12-2, with Hernandez and Soto-Martinez voting no. Council District 12’s John Lee voted yes in both. Council action became final on Aug. 12 (CF 25-1484).
  • Neighborhood council positions: Nine neighborhood councils have filed statements on the file. Eight were filed before the Council’s Aug. 11 vote: Del Rey, Harbor Gateway North, West LA-Sawtelle, Westside, Northridge South, Arleta, Studio City and Coastal San Pedro (CF 25-1484). The Palms Neighborhood Council filed a statement on Sept. 7, 2026, after the vote (CF 25-1484).
  • What’s next: The file lists no City Planning report as of Oct. 9, 2026 (CF 25-1484). The committee’s Sept. 8 agenda listed a discussion of the Council’s Aug. 11 action on the file, with no action (Sept. 8 agenda).

8. Lights for the West Hills baseball facilities

  • What it asks: A presentation “regarding proposed lights for West Hills Baseball Facilities located at 7001 Valley Circle Blvd.” The agenda lists no action, and it does not say who is proposing the lights or give their number, height or hours (agenda).
  • Background: The same presentation was on the committee’s Sept. 8, 2026 agenda (Sept. 8 agenda).
