West Hills Neighborhood Council

The West Hills Neighborhood Council covers West Hills, at the western edge of the San Fernando Valley, in Council District 12. Under the City's Plan for a Citywide System of Neighborhood Councils, anyone who lives, works or owns property in the area is a stakeholder, as is anyone who declares a community interest there through a school, nonprofit, religious or other community group.

The West Hills Neighborhood Council's board and its Zoning and Planning Committee meet jointly on Oct. 13, and the agenda lists possible action on a letter asking the City Planning Commission for changes to City Planning's draft Missing Middle Ordinance and on a Community Impact Statement supporting Council File 25-1484, on reducing the overconcentration of sober living facilities in residential neighborhoods. The October 6 agenda for a special joint meeting of the board and its Special Events Committee listed the 8th Annual Halloween Houses event and the 2027 Valentines Senior Dinner Dance for possible action, and minutes of that meeting were not posted as of Oct. 7, 2026. The October 1 board agenda listed statements supporting Council File 26-1249 on streetlight repairs and Council File 16-1468-S5 on accessory dwelling unit rules. After its September 3 board meeting the council filed a Community Impact Statement opposing Council File 26-0906-S4, a motion asking for a report on requiring most Neighborhood Council board members to hold CERT emergency certification; the statement says the training should stay voluntary.
