West Hills Neighborhood Council · Held
West Hills Neighborhood Council meeting, July 20, 2026
On the agenda: The West Hills Neighborhood Council's July 20, 2026 joint board and Government Relations Committee agenda listed one item for discussion and possible action: putting Charter reform on the November ballot (CF 26-0489), an entry the agenda prints as "Council File #15-0989 Olympic & Paralympic Zoning Exemption Ordinance" and a Daily News article on City Council expansion. The committee's Aug. 17 agenda lists the July 20 minutes for approval without attaching them, and no minutes were on the City's agenda index as of Oct. 1, 2026, so outcomes are not known.
Agenda only. As of October 2, 2026, minutes for the July 20, 2026 meeting of the West Hills Neighborhood Council had not been posted. This summary is based on the agenda and does not report what was decided.

4. Charter reform and the Olympic zoning exemption
- What it asks: Discussion and possible action on three things the agenda lists together: “Council File #26-0489 Putting Charter Reform Contents on November Ballot”; “Council File #15-0989 Olympic & Paralympic Zoning Exemption Ordinance”, with a reference to Charter reform; and a Daily News article by Jose Herrera “regarding vote on City Council expansion delayed until 2028 with a 12 to 0 majority vote” (agenda).
- The council files: CF 26-0489 is titled “Charter Reform Recommendations / November 3, 2026 General Election / Charter Reform Commission”; the Council adopted it as amended on June 17, 2026, by a 15-0 vote. CF 15-0989 is titled “2024/2028 Olympic Games / United States Olympic Committee / Joinder Agreement / Memorandum of Understanding” and was opened in 2015. That title does not mention a zoning exemption ordinance, and the agenda gives no other file number.
- Neighborhood council positions: No West Hills Community Impact Statement appears on CF 26-0489 as of Oct. 1, 2026. West Hills’ one statement on CF 15-0989 is dated Oct. 20, 2015.
- What’s next: The committee’s Aug. 17 agenda listed CF 26-0489 again and says “The WHNC met and discussed this topic and does not recommend supporting this increase” in Council seats. It gives no date or vote for that discussion.
