Los Angeles Board of Police Commissioners meeting, September 15, 2026
From official records: The Sept. 15, 2026 agenda of the Los Angeles Board of Police Commissioners (the Police Commission) had two regular items: LAPD's 2025 Annual Comprehensive Technology Report and a memorandum of understanding with Axon Enterprise for a no-cost, three-month pilot of "Lightpost" license plate readers mounted on streetlights (LAPD report). The Lightpost item was listed again on Sept. 22, when the Commission approved it 3-0, the Daily News reported (Daily News, Sept. 22, 2026). The consent agenda had a Didi Hirsch contract extension for mental health call diversion through June 30, 2027, at $80,000 a month and up to $1,200,000 (LAPD report), changes to two federal and state grants (CF 24-0018; CF 22-1479), and 20 donations totaling $193,339.91 (our sum of the agenda amounts). Minutes were not posted on the Commission's agenda index as of Oct. 1, 2026, so what the Commission did on Sept. 15 is not confirmed.

- 4A, technology report: An LAPD report dated Aug. 19, 2026 asks the Commission to approve the 2025 Annual Comprehensive Technology Report, which Department Manual Section 1/140.15 has required since 2022 for systems that “can access non-public places or information” or aggregate public information about individuals. The cover memo names three technologies with their own policies and audits: automated license plate readers, photo comparison technology and small unmanned aerial systems (LAPD report, BPC #26-283).
- 4B, Axon Lightpost pilot: An LAPD report dated Aug. 20, 2026 asks the Commission to approve a memorandum of understanding with Axon Enterprise, Inc. for a “no-cost, three-month pilot evaluation” of Lightpost, which the report describes as “streetlight-mounted hardware and automated license plate recognition (ALPR) software” collecting plate data at locations LAPD approves. Under the memorandum the City and LAPD own all data, images, video and plate reads; the data must be stored in the continental United States; and Axon may not sell or share it or use it to train artificial intelligence models (LAPD report, BPC #26-258).
- 3A, mental health call diversion: An LAPD report dated Aug. 17, 2026 asks the Commission to approve a second amended and restated agreement to Contract C-137882 with Didi Hirsch Psychiatric Service, which began as a one-year pilot on Feb. 10, 2021. The amendment extends the contract from March 31, 2026 to June 30, 2027 at the same $80,000 a month, not to exceed $1,200,000 for the 15 months (LAPD report, BPC #26-257).
- 3B, retail theft grant: The same budget modification was on the Sept. 1 consent agenda. It moves money within the $15,650,000 state grant: the contract budget falls from $11,866,225 to $3,293,750 and equipment rises from $2,055,119 to $9,253,518, including $2,942,518 for automated license plate reader cameras (LAPD report, BPC #26-253; CF 24-0018).
- 3C, cold case DNA grant: An LAPD report dated Sept. 14, 2026 asks the Commission to send the Council a second 12-month no-cost extension of the federal grant, moving its end date from Sept. 30, 2026 to Sept. 30, 2027 (LAPD report, BPC #26-259; CF 22-1479).
No Commission transmittal on these items appears in the cited council files as of Oct. 1, 2026.
Items 3B and 4B appear again on the Sept. 22 agenda. The Daily News reported that the Commission approved the Lightpost pilot on Sept. 22 by a 3-0 vote, with Commission President Rasha Gerges Shields recused and Commissioner Fabian Garcia absent (Daily News, Sept. 22, 2026).
