| Agenda | Official agenda (posted September 18, 2026) |
- 4B, Proposition 64 grant: An LAPD report dated Sept. 4, 2026 asks the Commission to send the Mayor and Council a $6,000,000 award from the California Board of State and Community Corrections for July 1, 2026 through Dec. 31, 2031. The report says the Gang and Narcotics Division would use the money to reduce illegal cannabis dispensaries and grow locations (LAPD report, BPC #26-290).
- 4A, 4C and 4D, other consent items: A $119,255 Paul Coverdell forensic science grant from the California Governor’s Office of Emergency Services for July 1, 2026 through June 30, 2027 (BPC #26-288); a three-year amended agreement with Anthony D. Kaklamanos for composite artist services, replacing an agreement that expires Dec. 31, 2026 (BPC #26-289); and a $50,000 reward to a claimant in a felony hit-and-run investigation of a Nov. 14, 2023 collision (BPC #26-285).
- 5A and 5B, immigration: LAPD’s written update for August 2026 says a keyword search of calls found 59 potential incidents, that none qualified for reporting under the Mayor’s Executive Directive No. 17, and that LAPD “did not respond to any in-progress federal immigration enforcement action” (LAPD report, BPC #26-287). The Inspector General’s report on its audit of LAPD’s response to federal immigration enforcement was listed as a verbal presentation (agenda), as it was on the July 28 and Aug. 25 agendas.
- 5C and 5D, policy revisions: An LAPD report dated Sept. 10, 2026 revises Department Manual Section 3/579.15, Objectives of Body Worn Video, and adds Section 3/579.16 on body-worn video for Metropolitan Division (BPC #26-286). A report dated June 1, 2026 revises the police dog policy, Section 1/571, to “codify longstanding practices concerning training standards, search criteria, and search announcement requirements” and renames the Metropolitan Canine Platoon the Metropolitan K-9 Platoon (BPC #26-294). The agenda links the previously approved versions of both policies (agenda).
- 5G, retail theft grant: The budget modification moved from the consent agendas of Sept. 1 and Sept. 15 to the regular agenda (agenda). It cuts the contract budget of the $15,650,000 state grant from $11,866,225 to $3,293,750 and raises equipment from $2,055,119 to $9,253,518, including $2,942,518 for automated license plate reader cameras (LAPD report, BPC #26-253; CF 24-0018). No Commission transmittal appears in the council file as of Oct. 1, 2026.
5E. Axon Lightpost license plate reader pilot
- What it does: Approves a memorandum of understanding with Axon Enterprise, Inc. for a “no-cost, three-month pilot evaluation” of Lightpost, which the LAPD report describes as “streetlight-mounted hardware and automated license plate recognition (ALPR) software” collecting plate data at locations LAPD approves. The item first appeared on the Sept. 15 agenda (LAPD report, BPC #26-258).
- Terms: The City and LAPD own all data, images, video and plate reads; the data must be stored and processed in the continental United States; Axon may not sell or share it or use it to train artificial intelligence models. The three months start after installation and system validation (LAPD report, BPC #26-258).
- Coverage: The Daily News reported that LAPD’s chief information officer, Dean Gialamas, told the Commission the cameras would go only on city-owned streetlights, that locations had not been chosen, and that the cameras do not have facial recognition technology (Daily News, Sept. 22, 2026).
- What happened: The Daily News reported that the Commission approved the pilot 3-0, with Commission President Rasha Gerges Shields recusing herself for a possible conflict of interest and Commissioner Fabian Garcia absent (Daily News, Sept. 22, 2026).
5F. Axon master service agreement renewal
- What it does: Renews the City’s agreement with Axon Enterprise, Inc. for LAPD’s body-worn cameras, Taser 10 devices and Fleet 3 in-car video, and also covers a real-time camera network platform, previously approved license plate readers and “AI-assisted tools that support 911 call-taking, dispatch, and report writing” (LAPD report, BPC #26-284).
- Money: The report gives a ten-year term, August 2026 through July 2036, and a “total estimated contractual obligation of $235,189,401.22” (LAPD report, BPC #26-284).
- Terms: The report says Axon may not turn on or materially change technology features without the City’s written approval and may not sell, share or use City data to train artificial intelligence models. The agreement’s recitals call the contract a sole source, citing Axon equipment at about 40 LAPD facilities and in about 1,600 vehicles (LAPD report and agreement, BPC #26-284).
- Coverage: The Daily News reported that the contract includes patrol car cameras with license plate reader capabilities and a system called Draft One that drafts a report narrative from body-worn camera audio for an officer to review (Daily News, Sept. 22, 2026).
- What happened: The Daily News reported that the Commission voted 3-0 to approve the contract and send it to the City Council, with Commission President Rasha Gerges Shields recusing herself and Commissioner Fabian Garcia absent (Daily News, Sept. 22, 2026).
