5A. Inspector General review of the pretextual stop policy

  • What it does: Compares LAPD’s 2022 policy with other agencies, analyzes pretext stop data from April 2022 through December 2025, and reviews 100 traffic stops from January 2026 (OIG report).
  • Findings: Pretext stops were 9 percent of classified traffic stops, with 66,958 detentions; 38 percent involved Gang Enforcement Detail officers. Six percent of pretext detentions ended in arrest and 2.2 percent in a firearm recovery. People detained were 58 percent Hispanic, 31 percent Black and 8 percent white, with arrest rates of 5.9, 6 and 7.3 percent. Newton Area had 14 percent of pretext detentions and ranked ninth of 21 areas in reported crime. In the January 2026 sample, 44 percent of pretext stops had policy deficiencies, most often a failure to state the more serious crime suspected (OIG report).
  • Conclusion: The OIG wrote that “the Department has not consistently implemented its 2022 pretext stop policy” (OIG report).
  • Coverage: The Daily News reported that the Inspector General recommended LAPD bring a draft revised policy to the Commission within 90 days, that LAPD agreed revisions were needed and attributed the deficiencies to officer confusion over the policy’s language, and that commissioners said a public hearing on the revised policy would be held (Daily News, Sept. 30, 2026).
  • What happened: The Daily News reported that the Commission voted 3-0 to begin drafting a revised pretext stop policy; Commissioners Daniel Tabor and Fabian Garcia were absent (Daily News, Sept. 30, 2026).
