- What the Community Investment Department proposes: Its Oct. 23, 2026 report asks the Council to set up a Lineage Fire Response Assistance Program with $2.5 million the CAO identified in the Unappropriated Balance. It would give $1,897,000 to businesses in ZIP codes 90023, 90033 and 90063 that lost money because of the fire: $2,500 a month for six months for businesses with one to five employees and $5,000 a month for larger ones. The department estimates that would reach about 101 businesses. It would give $228,000 to Lineage employees who live in the City, at $2,000 a month for six months, which would serve up to 19 employees. The report counts 120 affected Lineage employees and estimates that about 1,133 small businesses in Boyle Heights were hurt by the fire. The other $375,000 would pay for administration, including contracts of $141,500 with Geocko, Inc. (FORWARD), $110,000 with New Economics for Women and $30,000 with Managed Career Solutions.
