3. Suspending CARE+ encampment cleanups during environmental emergencies

  • What it does: Sanitation reports that Council offices can already suspend, postpone or reschedule CARE+ cleanups from 14 days out through the day of service. It will add to its procedures that it adjusts, postpones or suspends CARE and CARE+ work when Emergency Management declares a local emergency, and will post cancellation notices in affected zones. It recommends the Council note and file the report (Sanitation report, Sept. 15, 2026).
  • Who brought it: Motion by Ysabel Jurado, seconded by Eunisses Hernandez; the Council asked for the report on Aug. 26, 2026 through Amending Motion 18A, 15-0 (CF 26-0936).
  • Who it affects: Unhoused residents in areas under a declared environmental emergency, such as Boyle Heights after the June 17 Lineage fire (motion).
  • What happened: Approved as amended, 3-0 (Jurado, Lee, Nazarian). The committee’s recommendations tell Sanitation to put the emergency suspension language and a cancellation-notice protocol into its Standard Operating Procedures and report back in 60 days. Nazarian’s amendment leaves suspension “at the discretion of each Council Office” (committee report).
