At a Sept. 18 special meeting the committee approved, with one amendment, recommendations instructing the Bureau of Sanitation to write into its procedures that CARE and CARE+ cleanups are adjusted, postponed or suspended in an area under a declared local emergency, at the discretion of each Council office, and to report back within 60 days (committee report, CF 26-0936, agenda). The council file showed no Council vote on that report as of Oct. 1, 2026. On Sept. 4 the committee concurred with the Planning and Land Use Management Committee on a motion to withhold rebuild permits at 1400 S. Los Palos St. until the Fire Department confirms its investigation is complete (joint report), and approved, with one added instruction, a motion asking Building and Safety to report on the City's fine structure with recommendations for higher penalties (committee report, agenda). The Council adopted both reports on Sept. 16, the first 15-0 (Council action) and the second 14-0 with one member absent (Council action). On Sept. 30 the Council voted 14-0, with one member absent, to adopt the resolution continuing the local emergency declaration for the fire (agenda).
