A. Hold rebuild permits for the Lineage warehouse at 1400 S. Los Palos St. and draft a cold storage moratorium for Boyle Heights

  • What it does: Tells Building and Safety, with LAFD, to withhold rebuild or reconstruction permits for 1400 S. Los Palos St. until LAFD confirms its fire investigation and evidence preservation are complete. It asks the City Attorney to report on the City’s authority to delay permits, asks for discretionary review of future projects on the site, and directs City Planning to draft an urgency Interim Control Ordinance barring permits for large cold storage warehouses near homes, parks, schools, day care centers and libraries in Boyle Heights, for 45 days with possible extensions (joint committee report).
  • Who brought it: Ysabel Jurado, seconded by Monica Rodriguez (CF 26-0906-S10).
  • What happened: The committee concurred with PLUM’s Aug. 25 approval, 3-0 (joint committee report; CF 26-0906-S10).
  • What’s next: The Council adopted it Sept. 16, 2026, 15-0 (CF 26-0906-S10).

B. Reports on fines of $25,000 to $1 million for high-impact violations and a fine-funded aid program after the Lineage fire

  • What it does: Asks Building and Safety and the City Attorney to report within 7 days on current fines and on penalties of $25,000 to $1,000,000 per fine for violations with significant community impact. The Community Investment Department would report on dedicating fines from the Lineage site to people affected, including a guaranteed income component, and the CAO on offsetting the City’s response costs. The committee added a report on how many code violation and correction notices the site has received (committee report).
  • Who brought it: Ysabel Jurado, seconded by John Lee (CF 26-0906-S11).
  • What happened: Approved as amended, 3-0 (Jurado, Lee, Adrin Nazarian) (committee report).
  • What’s next: The Council adopted the committee report Sept. 16, 2026, 14-0, with Heather Hutt absent (CF 26-0906-S11).
