4. Waive LAFD film spot-check fees in some cases and tell residents inconvenience payments are not required
- What it does: Tells LAFD to waive or cut its “spot check” fee for productions assigned a Fire Safety Officer and for those that pay but are never visited, and to report in 60 days on the cost. It asks Public Works, LAPD, the City Attorney and FilmLA for an enforcement and education plan on Municipal Code Section 41.20 and a notice that “inconvenience payments” are not required. LAPD is to set a citywide Motion Picture Officer staffing matrix and report on officers’ firearm licensing (committee report).
- Who brought it: Adrin Nazarian, seconded by John Lee (CF 25-1499).
- Money: The committee report says the fee is $285 and cannot be waived now. LAPD processed 7,841 film permits for 13,359 locations in 2024 and issued 44 citations and 126 warnings. No fiscal analysis was completed (committee report).
- Neighborhood council positions: For: Greater Wilshire, Los Feliz, NoHo.
- What happened: Approved as amended; Nazarian and Padilla yes, Park absent (committee report).
- What’s next: The Council adopted it Sept. 18, 15-0, with Amending Motion 12C asking FilmLA to rename the fee and report in 30 days (CF 25-1499).
