Attendance and votes

  • No member voted no on any of the 13 roll calls in the Clerk’s Council Vote (CVVS) records for Sept. 18, 2026.
  • Eunisses Hernandez, Ysabel Jurado, John Lee and Nithya Raman were recorded absent on items 1 to 11, which passed 11-0; all 15 members voted on items 12 and 13 (CF 25-1499). Counts are our tally of the CVVS roll calls.
  • The Council Journal records the same outcome and tally for each of the 13 items as the CVVS records. Its attendance lines conflict with those item votes. The opening roll call names all 15 members but gives the count as 11, and the ending roll call lists Hernandez, Jurado, Lee and Raman as absent, though the Journal records all 15 members voting on items 12 and 13.

3. JCI Jones Chemicals Harbor Gateway facility study

  • What it does: Asks the City Attorney, with LAFD, City Planning and Building and Safety, to get the feasibility study for the JCI Jones Chemicals plant in Harbor Gateway and any proposed consent order, give them to Council District 15 before adoption, and say how much can be made public (PLUM report).
  • Who brought it: Tim McOsker, seconded by Bob Blumenfield (CF 26-1141).
  • What happened: Adopted, 11-0; Hernandez, Jurado, Lee and Raman absent (CF 26-1141).

5. Access limits for Wilmington nuisance properties

  • What it does: Asks City Planning and LADOT, with Building and Safety, LAPD and the City Attorney, to report on the legal authority to restrict driveway access at 1502 and 1600 E. Lomita Blvd. and 1612 N. Blinn Ave. to the north end of the site as part of nuisance abatement, with the approvals and timeline needed (PLUM report).
  • Who brought it: Tim McOsker, seconded by Eunisses Hernandez (CF 26-0171-S1).
  • What happened: Adopted, 11-0; Hernandez, Jurado, Lee and Raman absent (CF 26-0171-S1).

11. How RV to Home money will be divided among Council offices

  • What it does: Directs the CAO to report how money in General City Purposes Line 19 will be allocated to Council offices to expand the RV to Home program (Homelessness and Health report).
  • Who brought it: Monica Rodriguez, seconded by Katy Yaroslavsky (CF 26-0600-S112).
  • What happened: Adopted, 11-0; Hernandez, Jurado, Lee and Raman absent (CF 26-0600-S112).

12. Film permit fees and police staffing on film sets

  • What it does: Instructs LAFD to waive “spot check” fees for productions assigned a Fire Safety Officer or never visited by an inspector, and to report in 60 days on the cost. It asks Public Works and LAPD for a public education plan saying residents are not owed “inconvenience payments” for permitted filming, and directs LAPD to set a citywide staffing matrix for Motion Picture Officers and report on their firearm licensing (film committee report).
  • Who brought it: Adrin Nazarian, seconded by John Lee (CF 25-1499).
  • Amendment: Amending Motion 12C by Nazarian replaced one recommendation with a request that FilmLA rename the “spot check” fee to reflect its administrative nature and report in 30 days.
  • Neighborhood council positions: For: Greater Wilshire, Los Feliz and NoHo, as listed in the committee report.
  • What happened: Adopted as amended, 15-0 (CF 25-1499).

13. $24 million in state aging grants and senior service contracts

  • What it does: Lets the Community Investment Department accept $22,560,323 in California Department of Aging Area Plan money and $1,467,324 for the Title V senior employment program for 2026-27, and sign contracts for senior centers, nutrition, transportation, legal aid and caregiver services through June 30, 2027 (committee report).
  • Money: $24,027,647 in state grants, our sum; the CAO says the grants will be used for eligible activities (committee report).
  • What happened: Adopted forthwith, 15-0 (CF 26-1283).
  • What’s next: Sent to the Mayor Sept. 18; last day to act Sept. 28, 2026 (CF 26-1283).
