2. Verbal update from the Chief Legislative Analyst, City Administrative Officer and LAHSA on the Los Angeles Continuum of Care (discussion only)

  • What it does: The agenda lists a discussion-only verbal update by the Chief Legislative Analyst, the City Administrative Officer and the Los Angeles Homeless Services Authority on the Los Angeles Continuum of Care, “pursuant to Council action of August 12, 2026” (agenda). The council file began as a motion to create a bureau in the Los Angeles Housing Department to oversee the homeless services system, and the Chief Legislative Analyst’s April 22, 2025 report on it concerns creating a City department responsible for the City’s homeless programs (CF 25-0207).
  • Who brought it: Nithya Raman, seconded by Bob Blumenfield and Katy Yaroslavsky, on Feb. 26, 2025 (motion, CF 25-0207).
  • Neighborhood council positions: Four councils filed statements in support: Encino (June 14, 2025), Rampart Village (May 23, 2025), NoHo (March 31, 2025) and North Hollywood Northeast (March 21, 2025). The agenda line for this item reads “Community Impact Statement: None submitted” (agenda).
  • What’s next: On Aug. 12, 2026 the Council adopted Motion 24C (Raman - Harris-Dawson) approving the Budget and Finance Committee report of June 16, 2026 as amended, with further amendments by Motions 24D (Rodriguez - Jurado) and 24E (Harris-Dawson - McOsker). Motion 24C moves the due date of a report back to the Council from December 2026 to 2027; the report is to cover how to administer each category of City investment in homelessness response, including whether it is more strategic and cost-effective for the City to contract with the County, administer programs directly or contract with another entity. The Clerk’s recorded votes that day ran from 12-2 to 14-0, with Yaroslavsky absent on each, and the Council action became final Aug. 17, 2026 (CF 25-0207).

3. CAO report on the updated Alliance Settlement bed plan: 14,000 housing and shelter solutions by June 30, 2027

  • What it does: The City Administrative Officer’s Aug. 21, 2026 report recommends approval of an updated bed plan under the 2026 agreement between the plaintiffs, intervenors and the City in the Alliance settlement case, which the court approved May 8, 2026. That agreement extended the settlement term from June 13, 2027 to June 30, 2029 and raised the City’s obligation from 12,915 to 14,000 housing and shelter solutions by June 30, 2027, with at least 12,915 to be maintained through June 30, 2029. The report counts 9,143 solutions open as of June 30, 2026, of which 9,063 are expected to stay open through June 30, 2027; with 1,651 interim housing and permanent supportive housing units in process and 2,000 Time Limited Subsidy slots, it projects 12,714 solutions under the original agreement by June 30, 2027, and 17,117 once 4,403 open Roadmap Agreement solutions are added. After 508 more solutions open and 550 master leased units close, it counts 17,075 eligible to continue through June 30, 2029. It also asks the CAO to report in 60 days on the cost of maintaining every solution in the bed plan and to recommend ways to restructure the City’s housing and shelter portfolio for June 30, 2027 through June 30, 2029 (CAO report).
  • Who brought it: The file began as a motion by Nithya Raman, seconded by Curren D. Price Jr., on June 27, 2025 (CF 23-1022-S18).
  • Money: The CAO reports no immediate General Fund impact from the recommendations. The report cites a County agreement to reimburse services at up to 3,100 interim housing units counting toward the settlement, for a total not to exceed $259,000,000, and $41.9 million approved to support Time Limited Subsidy slots (CAO report). The agenda marks the item “Fiscal Impact Statement: Yes” (agenda).
  • Who it affects: The report lists the sites counted toward the settlement by Council district, with each district’s total (CAO report). The report is addressed to all Council districts.
  • What’s next: The Council last acted on this file June 23, 2026, adopting the prior committee report 13-0 with Adrin Nazarian and Traci Park absent; the Clerk rereferred the file to this committee Aug. 28, 2026 under the new committee structure (CF 23-1022-S18). A committee recommendation would go to the full Council.

4. Motion for a 90-day CAO strategy to end Transitional Aged Youth homelessness using state HHAP set-aside funds

  • What it does: The motion asks the City Administrative Officer, with the Bureau of Homelessness Oversight at the Los Angeles Housing Department, to report within 90 days on a strategy to reduce and “functionally end” homelessness among people aged 18 to 24. It calls for consulting youth providers, partnering with philanthropic groups including LA4LA, identifying funding including the state Housing, Homelessness and Prevention (HHAP) youth set-aside and spending it immediately, using federal Foster Youth to Independence vouchers, exit planning for youth who could lose federal Continuum of Care funding, and milestones and a timeline. The motion says the 2026 homeless count found roughly 2,000 young people aged 18 to 24 without stable housing in the City, that about 350 youth households are in City-funded shelter, that 50 Time Limited Subsidy slots are reserved for them, and that more than 800 youth households are housed with federal Continuum of Care money (motion).
  • Who brought it: Nithya Raman, Katy Yaroslavsky and Bob Blumenfield, seconded by Eunisses Hernandez, on Aug. 19, 2026 (CF 26-1151).
  • Money: The motion names the HHAP youth set-aside, which it says the City has historically underspent, among the funding to be identified; no dollar figure is given (motion).
  • What’s next: The Clerk rereferred the motion to this committee Aug. 28, 2026; this is its first committee hearing (CF 26-1151).

5. Motion for a 90-day plan on encampment resolution, outreach and housing placement during the 2028 Olympic and Paralympic Games

  • What it does: The motion asks the City Administrative Officer and Chief Legislative Analyst, with Los Angeles World Airports, Metro and the Los Angeles Homeless Services Authority, to report in 90 days on a plan for encampment resolution, outreach and housing placement during the 2028 Games. The plan is to cover areas around Olympic venues, transit hubs and corridors, the outreach and encampment resolution timeline, anticipated response levels and cost recovery (motion).
  • Who brought it: Marqueece Harris-Dawson, seconded by Katy Yaroslavsky, on July 1, 2026 (CF 15-0989-S72).
  • What’s next: The file is also referred to the Ad Hoc Committee on the 2028 Olympic and Paralympic Games; this is its first committee hearing (CF 15-0989-S72).

6. LAHSA and Housing Department update and CLA report on the 2026-27 Advance Payment Model for homelessness contracts

  • What it does: The agenda lists a verbal update from the Los Angeles Homeless Services Authority and the Los Angeles Housing Department and a Chief Legislative Analyst report dated Sept. 23, 2026 on homelessness contracting and the Fiscal Year 2026-27 Advance Payment Model (agenda). The council file’s title covers a LAHSA workout plan, timely invoice processing and progress on outstanding invoices (CF 24-0536-S1).
  • Who brought it: The file began as a motion by Nithya Raman, seconded by Hugo Soto-Martínez, on March 13, 2026 (CF 24-0536-S1).
  • What’s next: The former Housing and Homelessness Committee approved the motion as amended April 15, 2026, and the Council adopted it April 29, 2026, 12-0, with Bob Blumenfield, Eunisses Hernandez and Adrin Nazarian absent. The CLA report was referred to this committee Sept. 23, 2026 (CF 24-0536-S1).
