5. Firefighters’ union presentation on LAFD and Measure FD

  • What it asks: “Discussion and Possible Action” on a 10-minute presentation by Gary Izquierdo of United Firefighters of Los Angeles City (UFLAC) on LAFD staffing and readiness and on Measure FD, on the Nov. 3, 2026 ballot. The agenda calls it a “Brief, informational presentation” and says “Not advocacy” (agenda).
  • Who brought it: President Diaz-Arias and Gary Izquierdo, UFLAC (agenda).

6. Missing Middle LA

  • What it asks: Approval of a Request for Action after the board reviews the City Planning Department’s fact sheet on its Missing Middle LA program and considers the effect on the community. The agenda says the Planning Commission will hear the proposed Missing Middle draft ordinance on Nov. 12, 2026. The agenda does not print the text of the request (agenda).
  • Who brought it: Vice President Clark and board member Palluzzi (agenda).

7. Community Safety in Action meetings

  • What it asks: Approval of a Request for Action after the board reviews notes from the Mayor’s Office Community Safety in Action meetings on Oct. 6 and 7, 2026. Topics listed are the City Administrative Officer’s Unarmed Model of Crisis Response, CIRCLE, LAPD Police Service Representatives (911 call operators), the Crisis Response Team, and Gang Reduction and Youth Development. The agenda does not print the text of the request (agenda).
  • Who brought it: Vice President Clark and board member Palluzzi (agenda).

9. Opposing expansion of Section 41.18 (CF 20-1376-S5)

  • What it asks: A Community Impact Statement “in opposition to the expansion of LAMC §41.18” on CF 20-1376-S5 (agenda).
  • What the file does: The file amends Section 41.18, the City’s rules on sitting, lying, sleeping and storing personal property, and its title names U.S. post offices, fire stations and police stations (CF 20-1376-S5). The Board of Fire Commissioners’ Oct. 6, 2026 report describes the motion as asking the City Attorney to draft an ordinance making fire stations, police stations and U.S. post offices “sensitive use” locations, and proposes a 500-foot zone around City public safety facilities (report).
  • Who brought it: On the board, Mel Futrell (agenda). The Council motion is by Traci Park, seconded by John Lee and Imelda Padilla, May 16, 2025 (CF 20-1376-S5).
  • Neighborhood council positions: Six councils have filed statements: North Westwood (June 8, 2025), Arleta and Los Feliz (June 25, 2025), Studio City (July 1, 2025), South Robertson (Aug. 7, 2025) and Mar Vista (Nov. 12, 2025). None from North Hollywood Northeast is on the file as of Oct. 22, 2026 (CF 20-1376-S5).
  • What’s next: The Public Safety Committee continued the file on Oct. 6, 2026 to a date to be determined. The file is pending in that committee and the Homelessness and Health Committee, which both received the Fire Commission report on Oct. 8 (CF 20-1376-S5).

10. Valley Plaza Park parking lot closure

  • What it asks: Starting steps to reduce the effects of a two-year closure of the Valley Plaza Park parking lot during an ongoing LADWP renovation project, on vendors and businesses, nearby residents, and parking and traffic. Possible steps listed include permit parking and painted street parking guidelines, plus other items on the Housing and Transportation Committee agenda attached to the board packet (agenda).
  • Who brought it: Mel Futrell and the Housing and Transportation Committee chair (agenda).

11. Interim housing site list (CF 25-0207 and CF 26-1347)

  • What it asks: A Community Impact Statement, filed on both files, supporting them “if amended” so the City publishes a monthly downloadable list of City-funded interim housing sites. Each site would show its ID number under CF 26-0090, total beds, beds offline, the population served, the referral process and the date last updated. The list would carry no personal information, no counts under 11 people, and no address or location for domestic violence, youth or confidential sites. The draft statement says “LAHSA already posts bed counts by program online, but there is no download” (agenda).
  • Who brought it: President Diaz-Arias and board member Futrell, with a third sponsor listed (agenda).
  • The council files: CF 25-0207, on oversight of the City’s homeless services system, was moved by Nithya Raman and seconded by Bob Blumenfield and Katy Yaroslavsky. The Council adopted an amended version 14-0 on Aug. 12, 2026, and the Mayor approved it Aug. 17 (Council Action). The Homelessness and Health Committee heard a verbal update on the file on Oct. 14, 2026 and took no action (CF 25-0207). CF 26-1347, a motion by Marqueece Harris-Dawson seconded by Ysabel Jurado, is titled “People Experiencing Homelessness (PEH) / Comprehensive Analysis and Documentation / Los Angeles Regions Interim Resources / Actions and Resources Required / Facility Bed Matching.” The motion asks the City Administrative Officer, the Los Angeles Housing Department and the Chief Legislative Analyst, with LAHSA, to report on the region’s interim housing beds by City, County and joint funding, how many County-referred clients are in City-funded beds, and options to keep placements if City and County homeless services split, plus the staff and resources the City would need to match people to its own interim beds if LAHSA is dissolved. It was referred to the Homelessness and Health Committee on Sept. 22, 2026, and no later action is listed as of Oct. 22 (CF 26-1347). CF 26-0090, on unique identifiers for City-funded programs, was moved by Raman and seconded by Blumenfield; the Council adopted it Feb. 20, 2026 (CF 26-0090).
  • Neighborhood council positions: North Hollywood Northeast filed a statement on CF 25-0207 on March 21, 2025. The Encino, Rampart Village and NoHo councils also filed statements on that file in 2025 (CF 25-0207). CF 26-1347 lists none as of Oct. 22, 2026 (CF 26-1347).
