The agenda limited public comment to 90 seconds per speaker and said every item was subject to discussion, a motion and a possible Community Impact Statement. Several land use motions on it, including the appeal fee and Missing Middle positions, were on the agenda of the land use committee’s Oct. 20 joint meeting with the board. The agenda gave the committee’s votes on them, and the board was scheduled to take them up on Oct. 28 (agenda).
10.1-10.3. $3,500 shift to community improvement projects
- What it asked: Amend the annual budget to cut outreach by $3,500 and add $3,500 to Community Improvement Projects, then approve tree planting and anti-graffiti paint as projects (agenda).
- Who brought it: The treasurer (agenda).
16.1. LAMC 41.18 at post offices, fire stations and police stations
- What it asked: Support, with a Community Impact Statement, for the motion in CF 20-1376-S5, recommended by the Public Safety & Homelessness Committee (agenda). The council file covers an amendment to LAMC 41.18, the City’s rules on sitting, lying, sleeping and storing property in the public right-of-way, for U.S. post offices, fire stations and police stations (CF 20-1376-S5).
- Council file: Traci Park moved the motion, and John S. Lee and Imelda Padilla seconded it. The Public Safety Committee continued it to a date to be determined on Oct. 6, 2026. A Board of Fire Commissioners communication dated Oct. 6, 2026 was referred to the Homelessness and Health and Public Safety committees (CF 20-1376-S5).
- Neighborhood council positions: Six neighborhood councils filed Community Impact Statements on the file from June to November 2025, including South Robertson, Studio City and Mar Vista (CF 20-1376-S5).
17.3. Entertainment permit request at 12238-40 Santa Monica Blvd.
- What it asked: Discussion and a possible motion on a request for a Cafe Entertainment & Shows and Dance Hall police permit at 12238-40 Santa Monica Blvd., which the agenda calls the old Mom’s bar (agenda).
17.4. New West School traffic
- What it asked: The committee asked the board to take up, without further delay, a motion from the September board agenda. That motion would file a complaint with City Planning, Building and Safety and CD 11 about what the committee calls possible conditional use permit and “TMMP” traffic violations, suggest ways to cut pickup and drop-off traffic, and authorize a Community Impact Statement. The agenda said the committee passed the request 6-0-0 (agenda).
17.6. Planning appeal fee increase
- What it asked: Oppose the City’s proposed increase in the fee for non-applicant appeals. The agenda said the fee would rise from $229 to $1,145 for appellants who live within a project’s notice area and to $2,289 for those outside it. It says the committee passed the motion 6-0-0 (agenda).
- Council file: The Planning and Land Use Management Committee approved the item on Aug. 25, 2026, and the Budget and Finance Committee concurred on Oct. 6, 2026 (CF 09-0969-S4).
17.7. Construction guidelines for contractors
- What it asked: Adopt demolition and construction guidelines for contractors working in the council area. They list City rules, such as a posted permit with a contact phone number and work hours of 7 a.m. on weekdays and 8 a.m. on Saturdays, and council requests, such as dust control, taller plywood walls, daily cleanup and a direct contact person. The agenda said the committee passed the motion 6-0-0 (agenda).
17.8. Missing Middle ordinance
- What it asked: Oppose the City’s proposed Missing Middle ordinance as presented at an Oct. 1 information session and ask for other approaches. The motion suggests targeting RD1.5 zones rather than R1 and R2, limiting ADUs, keeping front yard setbacks, requiring 25 percent permeable deep-soil area per lot and removing mobile tiny homes. The agenda said the committee passed it 6-0-0 (agenda).
17.10-17.12. Three state housing bills
- What it asked: Ask the City and CD 11 to oppose three state bills and authorize Community Impact Statements: AB 2005, on owner-occupancy rules for SB 9 lot splits; SB 1116, which the agenda says would allow 10 units on a vacant single-family lot; and AB 1751, the Missing Middle Townhome Ownership Act. The AB 1751 motion also asks for the same exemption the bill gives San Francisco. The agenda listed committee votes of 6-0 on AB 2005 and 4-0-0 on the other two (agenda).
18.1. Maximum indoor temperature for rental housing
- What it asked: A Community Impact Statement and letter supporting CF 25-1036. The motion asks the City to set an enforceable maximum indoor temperature of 82°F for rental housing, finish the department reports and ordinance, set a timeline and help small property owners pay for upgrades (agenda).
- Who brought it: The Renters’ Committee (agenda).
- Council file: Bob Blumenfield, Eunisses Hernandez and Adrin Nazarian moved the motion, and Hugo Soto-Martínez seconded it. The Council adopted it as amended on Feb. 17, 2026 (CF 25-1036).
19.1. WRAC letter on appeal fees
- What it asked: Approve a letter, listed under the WRAC item with a draft posted on the Westside Regional Alliance of Councils website, telling City officials that the council opposes the proposed land use appeal fee increase. The agenda cites the file as “CF 09-0964-S4” but links CF 09-0969-S4 (agenda).
19.2. Letter asking for more cooling centers
- What it asked: A letter to Councilmember Traci Park and Mayor Karen Bass, copied to the Emergency Management Department, Recreation and Parks and the Los Angeles Public Library, asking for more cooling locations in West Los Angeles and Sawtelle. It asks for extended evening and weekend hours during heat events and partnerships with businesses, nonprofits and faith groups. The letter says the City’s heat website lists no CD 11 cooling sites other than libraries (agenda).
