1. LAHD report on affordable and supportive housing funded since 2010, and a new annual funding report

  • What it does: Notes and files LAHD’s March 20 report and adopts an annual report on investments and outcomes for every funding source LAHD administers. As amended in committee, the report must also compare the City’s total development cost per unit with other cities and with projects built without public money (committee report).
  • Who brought it: Motion by Nithya Raman, seconded by Ysabel Jurado (CF 26-0025).
  • Money: LAHD reports funding 17,934 units from 2010 to 2025, 9,862 of them permanent supportive housing. Average development cost rose from about $502,000 a unit in 2010 to more than $782,000 in 2025, in 2024 dollars. The City also issued $3.2 billion in private activity bonds for affordable housing over the period (LAHD report).
  • Who it affects: Citywide. The report leaves out units financed with Measure ULA or LACAHSA money and says a separate report on preserving older units will follow (LAHD report).
  • What happened: Approved as amended, 5-0 (committee report).
  • What’s next: The Council adopted the recommendations on Aug. 5, 2026, 12-0, with Jurado, Imelda Padilla and Monica Rodriguez absent (CF 26-0025).
