- Item 12, the Building and Safety fee update, was scheduled in error and the Council took no action; the Council had approved it June 30, 2026 (CF 26-0163).
- Item 40 carried over from the Aug. 4 meeting (CF 26-0929).
1. Eminent domain for DWP’s Rosamond Switching Station in Kern County
- What it does: Adopts an ordinance finding that public necessity requires DWP to acquire five parcels southwest of Rosamond Boulevard and 100th Street West, in unincorporated Kern County, by eminent domain for the Rosamond Switching Station Project (agenda).
- Who brought it: Board of Water and Power Commissioners, Resolution No. 026 181. The City Attorney revised the ordinance to state that it needs a two-thirds Council vote, and a Marqueece Harris-Dawson and Bob Blumenfield motion adopted the revised version (City Attorney report, motion).
- Money: No fiscal impact statement was submitted (agenda).
- What happened: Adopted forthwith, 13-0 (CF 26-0446).
- What’s next: Ordinance No. 189019 took effect Sept. 30, 2026 (CF 26-0446).
2. Basic life support ambulance fee rises to $2,068
- What it does: Sets the Fire Department’s basic life support ambulance charge at $2,068 per patient (Ordinance No. 189020).
- Who brought it: Board of Fire Commissioners, through the Public Safety and Budget and Finance committees (committee report).
- Money: No fiscal analysis was completed (committee report).
- What happened: Adopted forthwith, 13-0 (CF 25-0410).
- What’s next: The ordinance took effect Sept. 30, 2026 (CF 25-0410).
3. Sidewalk Repair Program ordinance
- What it does: Certifies the program’s recirculated environmental report, adopts street tree and project feature policies, and adds Municipal Code Section 62.104.1 to streamline approval of sidewalk repairs that count toward the City’s obligations under the Willits v. City of Los Angeles disability access settlement (agenda).
- Who brought it: Board of Public Works and Bureau of Engineering, through the Public Works Committee (committee report).
- What happened: Adopted forthwith, 12-0; Jurado, Padilla and Rodriguez absent (CF 14-0163-S18).
- What’s next: Ordinance No. 189017 took effect Sept. 16, 2026 (CF 14-0163-S18).
4. 2027 LAwell benefits for civilian employees
- What it does: Approves 2027 plans and rates for the LAwell program, which covers about 27,000 civilian employees and 30,000 dependents (Personnel report).
- Money: Kaiser premiums rise 6.32%; Blue Shield 9.9% to 12.9%; United Healthcare 6.8% to 11.9%; Delta Dental PPO 3%. Because the City’s subsidy tracks the Kaiser rate, members in plans that rise faster pay the difference through payroll (Personnel report).
- What happened: Adopted forthwith, 12-0 (CF 26-0876).
6. Fire and Police pension changes and LACERS peace officer transfers
- What it does: Asks the City Attorney for an ordinance to carry out a legal settlement changing how Fire and Police Pensions calculates health insurance subsidies, to let the City amortize the cost of the LACERS Peace Officer Transfer Program, and to make technical updates (agenda).
- Money: The CAO reports the subsidy change has no City cost because the maximum subsidy is unchanged; amortizing the transfer program’s cost would affect the General Fund, per the actuary (agenda).
- What happened: Adopted forthwith, 12-0 (CF 10-1868).
7. A Bridge Home shelter at 407 N. Beacon St. in San Pedro kept up to three more years

- What happened: Adopted forthwith, 12-0 (CF 18-0651-S3).
8. Annual report on LAHD housing funding
- What it does: Notes and files LAHD’s report on housing funded since 2010 and sets an annual report on every funding source LAHD runs, with cost-per-unit comparisons to other cities (agenda). The Housing and Homelessness Committee approved it as amended July 1, 5-0 (committee report).

- Who brought it: Nithya Raman and Katy Yaroslavsky, seconded by Marqueece Harris-Dawson (CF 24-0124).
