7. Outreach insurance and the amended CERT motion
- What it is: The agenda asks why the City Administrative Officer’s office requires neighborhood councils to obtain insurance for outreach events, including events on Recreation and Parks land, and notes that the CERT motion “has changed to” increasing access for board members to get and keep LAFD CERT certification (agenda).
- Council action: The Council adopted the committee report as amended on Aug. 19, 2026, 13-0, with John Lee and Hugo Soto-Martinez absent. The amendment instructs the Department of Neighborhood Empowerment, with the Fire Department, to report with recommendations to increase accessibility for board members to obtain and maintain CERT certification, in place of requiring a majority of them to do so (Council action; amending motion; CF 26-0906-S4).
The agenda lists the Van Nuys Airport Citizens Advisory Council’s members by Council district and says it meets the first Tuesday of each month at 7 p.m. It lists the next VANC meeting for Oct. 8, 2026, with an LADWP presentation (agenda).
