Los Angeles Neighborhood Council Coalition meeting, October 3, 2026

October 3, 2026, 10 a.m. · Updated

On the agenda: The Los Angeles Neighborhood Council Coalition's Oct. 3, 2026 agenda listed a possible request to the Board of Neighborhood Commissioners to let neighborhood council boards archive minutes and agendas from "pre 4/27" and exempt them from ADA compliance requirements. It also listed three Council files, led by a Sept. 30 motion to revive a 2002 Charter amendment proposal for a community borough system, which the City Clerk has scheduled for the Council on Oct. 7 (CF 26-1382). Item 2 listed a presentation by Jessica Padilla Bowen of Katherine Padilla & Associates, the outreach consultant for the South Griffith Park Master Plan. Item 3 listed a presentation by Joanne D’Antonio, chair of the LANCSA Trees Committee and vice chair of the Community Forest Advisory Committee, on a proposed Board of Public Works tree removal hearing policy (agenda).

4. Request to BONC on archived minutes and agendas

  • What it does: The agenda listed “discussion and possible request to BONC to allow boards to archive minutes and agendas pre 4/27 and be exempt from ADA compliance requirements” (agenda).
  • Who brought it: The LANCC Community Assistance Committee, chaired by Brandi Alexis D’Amore (agenda).

5a. Community borough system

  • What it does: The motion asks the Council to reactivate a proposed City Charter amendment to establish a Community Borough System, filed under Council File 02-1011, which expired under Council policy, and to restore it to its last legislative status (motion).
  • Who brought it: Council member Tim McOsker, seconded by Bob Blumenfield and Heather Hutt, on Sept. 30, 2026 (CF 26-1382).
  • What’s next: The City Clerk scheduled the motion for the Council on Oct. 7, 2026 (CF 26-1382).

5b. CERT training for neighborhood council board members

  • What it does: As introduced, the motion asked the Department of Neighborhood Empowerment, with the Fire Department, to recommend how to require a majority of all neighborhood council board members to obtain and maintain certification in LAFD’s Community Emergency Response Team (CERT) Program. The amendment changed this to a report on how to make the certification easier for board members to obtain and maintain.
  • Who brought it: Council members Ysabel Jurado and Monica Rodriguez (CF 26-0906-S4).
  • Council action: Before this meeting, the Council adopted the committees’ report as amended by Amending Motion 15A on Aug. 19, 2026, 13-0, with John Lee and Hugo Soto-Martinez absent (Council action, CF 26-0906-S4).
  • Neighborhood council positions: Eight councils filed 10 Community Impact Statements. Against: Coastal San Pedro (CIS) and West Hills (CIS, second filing). Against unless amended: North Hollywood Northeast, on Aug. 19 (CIS), and Greater Wilshire, which opposed the file “to the extent it would mandate CERT” certification (CIS). For: Bel Air-Beverly Crest (CIS), Sylmar (CIS), Sherman Oaks (CIS) and North Hollywood Northeast, on Sept. 16, after the amendment (CIS). For if amended: South Robertson, which wrote that CERT classes “should not be mandatory” (CIS).

5c. Youth seats on neighborhood council boards

  • What it does: The adopted committee report asks the Board of Neighborhood Commissioners, with the Department of Neighborhood Empowerment and other offices, to recommend options, including bylaws amendments, to ensure youth participation in neighborhood councils, such as a youth seat on each board, and to encourage member participation and leadership development. It also asks the Department for data on how long board members serve and how many have served multiple terms (committee report).
  • Who brought it: Council members Monica Rodriguez and Eunisses Hernandez (CF 24-0867).
  • Council action: The Council adopted the committee report on March 19, 2025, 12-1. Heather Hutt voted no; John Lee and Monica Rodriguez were absent (Council action).
  • Neighborhood council positions: The committee report lists 31 councils’ positions: one for, two for if amended, two against unless amended and 26 against (committee report). On Sept. 10, 2026, Greater Wilshire filed a statement against the file “to the extent it would mandate” youth seats and system-wide term limits (CIS).
  • What’s next: The Board of Neighborhood Commissioners has an ad hoc committee on this file, chaired by Commissioner Douglas Epperhart, with an update on its Oct. 6, 2026 agenda.
