Reports and updates on the agenda include a Bureau of Engineering report on vacating segments of several streets, including Etiwanda Avenue, Lindley Avenue and Prairie Street, listed under CSUN’s report as CF 25-0050 (agenda). They also include a planning update on a proposed interim control ordinance to stop building permits for detached accessory dwelling units over 1,200 square feet (CF 16-1468-S6), and a public comment period on 18444 Plummer St., the former Rite Aid site, open through Oct. 28, 2026 (agenda).

The Oct. 11 agenda-setting agenda had listed for this meeting a possible statement on the community borough motion (CF 26-1382), a Charter reform update, a United Firefighters of Los Angeles City presentation on Measure FD and a possible budget revision. The Oct. 21 agenda does not list those items (agenda).

11.e. $1,000 for Save Porter Ranch

  • What it asks: A Neighborhood Purposes Grant of $1,000 to Save Porter Ranch for community outreach, deferred from the Sept. 16, 2026 meeting. The agenda prints the Outreach Committee’s recommendation, moved by Bailey and seconded by De Mucha Flores, which passed 3-0-0 on Sept. 11, 2026, with Save Porter Ranch designated as tier 2 funding from the rollover budget amendment, in the outreach category (agenda).
  • Money: $1,000 (agenda). The Oct. 11 agenda said the group had requested $1,850.
  • Who brought it: The Outreach Committee (agenda).

13.a. City animal shelters and a contractor (CF 26-0582)

  • What it asks: Discussion and a possible Community Impact Statement on CF 26-0582, which the agenda lists as “Department of Animal Services / City Operated Shelters / Transfer to Contractor.” The agenda does not say whether a statement would support or oppose the file (agenda). The board’s Sept. 16 agenda listed the same item.
  • What the file does: It tells Animal Services, with the City Administrative Officer and the Chief Legislative Analyst, to report on the feasibility of a request for information seeking an animal care organization to run one or more City shelters, as at the Northeast Valley Animal Care Center. It also tells the CAO to report on the feasibility of moving City staff to fewer City-run shelters, with the others run by a contractor, without job losses (committee report).
  • Who brought it: Bob Blumenfield and Monica Rodriguez, seconded by Eunisses Hernandez and Ysabel Jurado (CF 26-0582).
  • The council file: The Arts, Parks, Libraries, and Community Enrichment Committee approved it Aug. 11, 2026. The Council adopted it Aug. 21, 2026, 12-0, with Hernandez, John Lee and Hugo Soto-Martinez absent, and the action became final Aug. 25 (CF 26-0582). The agenda gives Aug. 25 as the date the Council adopted the report (agenda).
  • Neighborhood council positions: The Northwest San Pedro Neighborhood Council filed a statement on Oct. 14, 2026, the only one on the file as of Oct. 22, 2026 (CF 26-0582).
