Outcomes here come from the board’s draft minutes, which the Sept. 16 agenda listed for approval. The minutes record the meeting called to order at 6:34 p.m. and adjourned at 8:43 p.m., 12 members present (three of them arriving after roll call) and one excused absence. Votes are given as yes-no-abstain.
