What happened to the July 21 items

The Commission’s agenda index lists this agenda and no cancellation notice for July 21; it does list cancellations for July 7 and Aug. 4. LAPD’s own 2026 agenda archive also lists the July 21 agenda with no cancellation notice, and its public comments page has a packet of written comments emailed by the July 20 deadline. Neither says whether the Board met or acted that day. Every item on this agenda appears again on the July 28 agenda, which marks the $10,223.89 Training Division donation “continued from July 14, 2026,” and the Chief’s report on July 28 covers July 14 to July 28. Commission transmittals to the Council say the Board approved items 3D, 3E, 3F, 3G and 4F at its July 28 meeting (CF 26-1071 transmittal; CF 26-0029 transmittal; CF 26-1080 transmittal; CF 14-0955-S11 transmittal; CF 26-1082 transmittal). The City Administrative Officer’s Oct. 1 report says the Board approved the 2026-27 service fee adjustments (3B) on July 28: the false alarm fee goes from $260 to $268, information cards from $72 to $80, noise variances from $493 to $511 and press passes from $144 to $139, with a new $839 commercial fundraiser license; the fees need Council approval and an ordinance (CAO report). The City Council accepted the weight scales donation (3G), from the Los Angeles Police Foundation, on Sept. 15, 14-0 with Padilla absent (Council action).

3E. Real Estate Fraud Prosecution grant

  • Money: $1,393,000 from Los Angeles County for July 1, 2026 to June 30, 2027 (report).
  • What’s next: Pending in the Council’s Budget and Finance and Public Safety committees (CF 14-0955-S11).

4B. Immigration update for June 2026

  • What it does: An LAPD report dated July 14, 2026, for transmittal to the Mayor. It says a keyword search found 45 potential incidents in June 2026: 33 were unrelated to federal enforcement and 12 qualified for reporting under the Mayor’s Executive Directive 17, two of them with a field response. Of the 12, eight calls came from the Department of Homeland Security, three from community members and one from the Fire Department. The report says LAPD did not encounter any in-progress federal immigration enforcement action and does not know how many such actions took place in the city (report).
  • Coverage: LAist reported that the 12 incidents compare with four in May, four in April and none in March (LAist, July 28, 2026).
  • What happened: LAist reported that the commissioners approved the report at the July 28 meeting (LAist, July 28, 2026).

4C. Inspector General audit of LAPD’s response to federal immigration enforcement

  • What it does: A verbal update on the Inspector General’s ongoing audit of how LAPD responds to incidents involving federal immigration enforcement (agenda).
  • Coverage: LAist reported that Assistant Inspector General Lisa Ridoutt told the Commission on July 28 that officers turned on body-worn and in-car cameras at immigration-related incidents but that some recordings were not titled or tagged correctly and some videos or photos from community members were not uploaded to LAPD’s evidence database, and that the office plans a fuller report in October or November (LAist, July 28, 2026).

4D. Executive Directive 17 protocols

  • What it does: An LAPD report dated July 13, 2026. It says the Board approved the Executive Director’s evaluation of LAPD’s protocols on June 30, 2026, and that the revised notice to officers makes the changes that evaluation recommended: officers turn on body-worn video under existing policy when responding to potential federal enforcement actions; the protocols apply to all such incidents, not only radio calls; supervisors try to identify and verify the name and badge number of the on-scene supervisory immigration officer and record it on body-worn video; officers complete applicable crime reports and notify a supervisor when taking an immigration-related report (report).

4E. Inspector General review of policies affecting sworn women

  • Findings: Of 494 sworn employees who answered an OIG survey, 64 percent reported job satisfaction; 35 percent of women strongly disagreed that LAPD investigates harassment or discrimination thoroughly, compared with 18 percent of men. In 27 of 29 sampled 2024 complaint investigations, the OIG found the investigation thorough and the outcome appropriate (OIG report).
  • Recommendations: One intranet location for all workplace policies, annual workplace equity training, bystander harassment training, voluntary pregnancy disclosure before it becomes mandatory, a mediation pilot and a mentorship program (OIG report).

4F. Cannabis enforcement and staffing

  • What it does: Answers the Public Safety Committee’s January request on cannabis enforcement. LAPD recommends more staff for its Cannabis Support Unit, which it says had four detective supervisors and two investigators in 2019 and is now an ancillary duty, and says in one place that the unit needs at least four supervisors, two investigators and one analyst and in its conclusion at least two supervisors, two investigators and an analyst (report).
  • Who brought it: The Council file began with a motion by Monica Rodriguez, seconded by Heather Hutt (CF 26-0029).
  • What happened: Approved by the Commission on July 28 and sent to the Public Safety Committee, where it is pending (transmittal; CF 26-0029).
